The Virgin Islands Office of Disaster Recovery, a subsidiary division of the Virgin Islands Public Finance Authority (“PFA”), an independent instrumentality of the Government of the United States Virgin Islands, is seeking to develop and maintain a list of prequalified prime construction contractors and vendors to perform, and facilitate the performance of: reconstruction, rehabilitation, demolition, and elevation or other mitigation services in connection with the administration of U.S. Department of Housing and Urban Development (“HUD”) and Community Development Block Grant-Disaster Recovery (“CDBG-DR”) Programs.
Respondents must fulfill the submittal requirements of the RFQ in order to be considered. The submissions of all Respondents shall be reviewed and evaluated pursuant to the qualifications criteria outlined in the RFQ.
RFQ documents will be available on the ODR website at https://www.usviodr.com/procurements beginning on Tuesday, July 14, 2026.
A virtual pre-proposal conference will take place at 2:00 pm AST on July 20, 2026.
Proposals will be accepted by email at procurements@usvipfa.com until August 14, 2026, no later than 12:00 pm AST.
