    **THE FULL RFQ IS INCLUDED AS AN ATTACHEMENT ** Request for Qualifications (RFQ) The New York Office of Parks, Recreation and Historic Preservation (OPRHP) is seeking to retain three (3) professional design teams in the field of Architecture to provide corresponding professional services on a term contracting basis for the Long Island and New York City State Park Regions. Work orders may be assigned to projects located at any park in these regions and it is the expectation that the selected consultants will not reject work order assignments based on the proximity of the park to the consultants’ office or headquarters. Services to be Provided Specific projects are not yet determined, but may be assigned via this Contract on an as-needed basis. Assignments will typically require the architectural design team to provide: project investigations, assessments, phase studies, design concepts and schematics (including project renderings), design development, design reports, construction documents, construction administration and related professional services in support of the Capital Program for facilities in the identified Parks Regions. Interested firms shall submit qualifications consisting of a portfolio that supports their experience in the general types of projects undertaken by OPRHP, including but not limited to the following new and existing building construction including: Park Offices & Maintenance Buildings Public Restrooms & Recreational Facilities Beach Facilities Improvements Existing Building Renovations Including: Masonry Rehabilitation Roof Repair & Replacement Building Envelope Testing, Forensics and Rehabilitation Interior Rehabilitation of Recreational Facilities and Operational Support Spaces Historic Preservation Projects including Building and Site Improvements Building Management Systems Green Infrastructure including solar design Environmental design, review and permitting, including required detailed studies and surveys (e.g. State Environmental Quality Review Act, State Historic Preservation Office, Cultural/Archeological Resources, wetlands, natural community assessments, etc.) Fire and Life Safety Design and Code Compliance Visitor Center, Environmental and Educational Exhibit Interpretations Wayfinding Signage Miscellaneous Supporting Infrastructure Design Improvements including ultility design Specification Writing and Cost Estimating The successful bidder must have knowledge of applicable Building and Energy Codes, and the ability to review and consider local ordinances and regulations as they apply to the projects undertaken by this term contract. The professional design services anticipated under this term agreement will require a full range of disciplines to support the project as applicable, including but not limited to: Architecture, Civil Engineering, Geotechnical, Structural Engineering, Environmental Design/Engineering, Landscape Architecture, and MEP Engineering. Additionally, firms must be capable of providing supporting services such as Cost Estimating, Land Surveying and other specialized expertise necessary to prepare completed, coordinated, and biddable construction document packages. Estimate of Cost The total compensation over the term of each agreement shall not exceed $4,000,000 unless supplemented otherwise. Contract Term The term of each awarded contract is sixty (60) months, unless supplemented otherwise, and commences upon contract approval by the Office of the State Comptroller. Work order assignments for specific professional services against each awarded contract shall be assigned for a period of three (3) years after the date of execution of the contract by the Office of the State Comptroller with the final two (2) years being reserved for completion of work order assignments issued during the initial three (3) years of the agreement. Proposal Format and Submission Instructions Interested firms shall submit qualifications consisting of a portfolio that provides: A Letter of Interest Not more than 20 additional single-sided or 10 double-sided pages describing the following: Firm’s qualifications and relevant experience, including specific project information and Proposed staffing, proposed sub-consultants (if applicable), and present workload. If subconsultants are proposed, the role of each should be discussed. The submission should describe the organization of proposed project staff indicating the role of each key individual. A brief description of a proposed project approach may be An organization chart of entire team and one- or two-page resumes of key personnel including: ) education; b.) professional registrations and/or industry certifications; c.) past experience and previous assignments; d.) current assignments (including project locations and duties); and e.) estimated completion date of current assignments. Proofs of professional registration or licensure with license numbers. Client Reference List: Provide the names and contact information for five different Client representatives worked with in the last 3 Include: client (company) name, primary contact, and contact information. Contractor Reference List: Provide the names and contact information for five different Contractors worked with in the last 3 years. Include: contractor (company) name, primary contact, and contact Professional firms, licensed to practice Architecture in New York State, including Minority and Women-Owned firms are encouraged to reply. Professional services other than architecture provided in support of the architectural services may be provided by licensed professionals from sub-consultants or from within the prime consultant firm. Professional firms, including Minority, Women, and Service- Disabled Veteran-Owned firms are encouraged to reply. By the due date listed, a PDF version of the submission shall be e-mailed as an attachment to capitalsubmissions@parks.ny.gov. The subject line of the e-mail shall contain the contract number and title of the offering for which the submission is being provided. E-mails containing a link to a PDF submission will not be accepted. Submissions e-mailed to the authorized contacts will not be accepted and will not constitute timely responses if they are submitted to the authorized contacts before the due date and time. Qualifications and Selection Process Selection of the firm(s) deemed to be “the most highly qualified” shall be in accordance with qualification based selection procedures. For this proposed Professional Design Service Term Contract, the resumes of key personnel must include a.) current assignments (project location and duties), b.) estimated completion date of current assignments, and c.) client, client contact person, and telephone number. If sub-consultants are proposed, the role of each sub-consultant and their relevant experience should be detailed. The submission should describe the organization of proposed project staff indicating the role of each key individual. A brief description of a proposed project approach may be included. Firms should demonstrate how they apply each of the following criteria by providing specific examples of how they achieved each metric in three previously completed projects: Creativity of Solutions Aesthetic Quality Ability to Design within Context Relevance of Past Projects Ability to Adequately Staff Projects Ability to Design to a Budget Ability to Work in a Collaborative Environment with both Parks Professionals and other Design Consultants Firms should show their ability to design from a conceptual level thru to finished construction documents. The above criteria will be scored, and firms will be ranked accordingly, resulting in a “short list” of top-ranked firms. Remote interviews may be required of any or all firms to determine what firms are selected, dependent upon the initial rankings based on the submitted proposals. The content of the interviews, should they be required, will be used to confirm, or re-evaluate the scores assigned to the above selection criteria. If interviews are conducted, short listed candidates will be re-ranked based upon the final/re-evaluated scores and the most qualified firms will be selected.
