    Description

    SCOPE:  In accordance with the provisions of Texas Government Code, Chapter 2254, Subchapter A, Professional Services, Section2155.067 Proprietary Purchases, and Rules and Procedures adopted by the Texas Facilities Commission (TFC), TFC is requesting submittal of qualifications to provide prime professional landscape architect services for Project #26-002-8211,park design of Beacon Park. TenEyck Landscape Architects, Inc, has performed preliminary work for the park with Permian Basin Medical Center and the University of Texas Permian Basin prior to design and construction of the park getting assigned to the Texas Facilities Commission. TFC anticipates TenEyck Landscape Architects, Inc will be the ‘most qualified’ based on their knowledge and experience with the Permian Basin Medical Center project. CONTRACT TERM: It is the intention of TFC to award a Contract for full prime professional landscape architecture services for the term of the project. Services undertaken pursuant to this RFQ will be required to commence within fourteen (14) calendar days of delivery of a Notice to Proceed. The Project associated with the services requested in this solicitation is anticipated to be five hundred four (504) calendar days.SECTION II - PROJECT DESCRIPTION1)    The selected Landscape Architectural Firm will serve as the prime and lead designer for The Beacon Park (the “Project”), a new 60‑acre public park within a mixed‑use health and education district in Midland, Texas. As prime, the selected firm will provide comprehensive design leadership and coordination, ensuring an integrated vision across all disciplines. The Project sits within new roadways (designed by others under a separate contract) and adjacent to Energy Lake within UTPB Midland property. Anticipated elements include: -         Restoration and protection of two playas -         Multi‑use hike and bike trails -         Habitat restoration and native planting -         Shade structures, overlooks, and gathering lawns -         Seating areas and wayfinding features -         Bridges and boardwalks for connectivity and immersive experiences To deliver this scope, selected firm or its subconsultants shall provide civil engineering, structural engineering (for bridges and boardwalks), irrigation design, lighting/electrical, signage/wayfinding, and accessibility review. This collaborative team will work under the selected firm’s direction to ensure technical excellence and seamless integration with the park’s design intent.2)     Approximate cost of construction for the aforementioned list of projects is estimated to be forty million dollars ($40,000,000).SECTION III - STATEMENT OF WORK1)     This project will be a multiphase project with multiple awards at various stages as appropriate to keep project moving forward.2)     Phase 1: (Services partially completed) Scope of services shall include, but not be limited to, the following:a)    Detailed on-site investigations, review of existing documents.b)    Identify zoning requirements or stipulations assigned to the project which could impact the landscape design.c)     Coordinate with project members design criteria, thematic elements, preferred materials, or finishes, etc.d)    Coordinate with authorities having jurisdiction.3)     Phase 2: Schematic Design – Landscape Architect shall prepare schematic design drawings and documentation to define the extent and character of planting, hardscape, and integrated park elements within the Beacon Park landscape scope of work.4)     Phase 3: Design Development – Landscape Architect shall prepare design development drawings and documentation to fix and describe the extent and character of all items within the landscape scope of work. Evolutionary adjustments to the schematic design authorized by the Owner and/or consultants will be incorporated during this phase.5)     Phase 4: Construction Documents – Upon Design Development approval, Landscape Architect shall prepare construction contract documents setting forth, in technical detail, the requirements for construction of hardscape, landscape, and irrigation design.6)     Phase 5: Bidding, Value Engineering(VE), and Permitting - Landscape Architect shall prepare and coordinate the documentation required for bidding, permitting, and value engineering review to ensure the project is ready for construction procurement.7)     Phase 6: Construction Administration – During construction, Landscape Architect will make site visits at intervals appropriate to the stage of work or as otherwise agreed in writing with the Owner. These visits are intended to observe progress and general conformance with the contract documents, not to provide exhaustive or continuous inspections. 8)     Phase 7: Post-Occupancy Evaluation – Following project completion and initial occupancy, Landscape Architect will conduct monthly post-occupancy evaluations to help the Owner assess how the park is performing relative to design intent and user needs. 9)     Beacon Park Project may modify the final scope with increased elements that could be funded by further state appropriations and/or private donations.
