    Description

    Pierce County Facilities Management Department (County) is soliciting Statement of Qualifications from experienced firms or teams to provide Owner Advisor (OA) and Construction Administration (CA) services to Pierce County on yet-to-be designed Renovation of the 2002 Jail and new Justice Center. This includes but is not limited to initially consulting on alternative delivery and later construction administration services dependent upon County’s need for execution of the following two projects.

    Project 1: Pierce County 2002 Jail Renovation located at 701 Nollmeyer Lane, Tacoma, WA 98402 Tacoma, Washington.

    Project 2: Reimagining Juvenile Justice, a new Juvenile Justice and Detention Center located in Tacoma Washington on the site of the current Remann Hall Juvenile Detention Center, 5501 6th Ave, Tacoma, WA 98406 

    The selected firm/team for the Owner Advisor (OA) / Construction Administration (CA) contract will bring deep expertise and strength in Washington State’s Alternative Design Process/ Project Delivery processes to guide the County from pre-design through project closeout. The County seeks a partner with experience in advising public agencies in recommendations of preparation, training, processes, next steps throughout the project, and experience in construction administration and third party scope, schedule, and cost reviews  on large capital project of similar size and nature as indicated above.  

    Pierce County will separately be soliciting for qualified Architect/Engineer firm/teams to conduct a pre-design phase for each project, and dependent upon final procurement recommendation, this separate contract may continue on through other phases of design and project execution. At the end of pre-design, the Owner Advisor will make a recommendation to the County regarding the project delivery method for achieving the County’s project implementation goals. The Owner Advisor should be capable of identifying the pros and cons of each method to determine the best overall value in scope, schedule and budget.  

    If Alternate Delivery is selected by the Owner, the Owner Advisor from this RFQ will be listed on the Project Review Committee (PRC) application as the Owner Advisor for the County for the duration of the alternate delivery for said project(s) per RCW 39.10.280 (C).  The Owner Advisor and any subconsultants shall not be part of an alternative delivery A/E or design-build team.  Alternative delivery options include, but are not limited to the following:

    •    Design Bid Build (DBB)  

    •    Design Build (DB) 

    •    Progressive Design Build (PDB)  

    •    General Contractor/Construction Management (GC/CM) 

    Background

    It has been more than a decade since Pierce County executed its last alternative delivery project utilizing GC/CM and most people and processes involved are no longer present at the County. Pierce County is in the early development of each project and recognizes that these projects could benefit from alternative delivery. Previous master plan studies have been completed on each project, and the Remann Hall Juvenile Justice Task Force is publishing their final recommendation report. The 2026-27 budget includes funding for pre-design through schematic design level services for both projects, but the remaining design and execution of the projects have yet to be funded. Continuation of the projects into future budget years will be dependent upon the appropriation of funding.

    Project 1: 2002 Jail Renovation: Renovation of the 2002 Jail to better utilize the space for current correctional needs and make necessary changes in preparation for a future replacement of the Main Jail including conversion of some dormitory housing into smaller units. The 2002 Jail is owned by Pierce County and is an occupied facility that will need to remain operational throughout the project.  

    Project 2: Reimagining Juvenile Justice: The purpose of the Reimagining Juvenile Justice project is to replace the Pierce County aging juvenile justice facility. 

    Remann Hall is the current Juvenile Justice and Detention Center that serves Pierce County and the building hosts Courts and Dependency Services, Probation and Diversion Services, Detention Services and Administration Services. Remann Hall will need to remain operational throughout the project. It is unknown at this time phasing and demolition that may be required for a new facility in conjunction with removal of existing.

    Evaluation Criteria

    • Organizational and Staff Capacity (15 pts)

      Provide information regarding staff experience and qualifications that demonstrate the respondent’s capacity to perform the required services.  Include the following:  

      • In a narrative, identify the team including specific individuals and sub-consultants for key positions (to include working titles, degrees, certificates, and licenses), describe the roles and responsibility of each team member, and how each team member will contribute to the successful completion of the scope of work, and how they satisfy the minimum requirements included in the RFQ. 

      • Describe each team member’s relevant professional experience and how they will bring value to the project and delivery of services being requested. 

      • Describe how team members meet or exceed the preferred experience being requested in this RFQ.   

      • Provide an organizational chart demonstrating the relationships and hierarchy of the team described above. Identify individuals by name, position, discipline, and firm. Identify key back up personnel. 

      • In narrative format, explain how your team composition will be structured to deliver dedicated services and availability to each project while having a consistent programmatic and advisory approach to the County across both projects.  

      • Production Software- Indicate any additional documentation, scheduling, or Construction Administration software utilized that the firm would utilize this contract; explain purposes and advantages of software for the project, if any. 

      The body of the proposal should include enough information about your team members as described above, but a single-sided, letter-size page resume for each team member may be included as part of the appendix. Resumes exceeding the page limit will not be reviewed.  

    • Contract (Overarching with Two Projects) Approach Narrative and Schedule (65 pts)

      Provide a detailed description of the team’s approach for providing the services outline in the scope of work. The approach should be consistent with the objectives and requirements set forth in the RFQ and should address how the respondent will provide services upon contract execution for advisement on alternative delivery readiness of the County and working with the County to ensure pre-design includes critical components that will set the stage for delivery method recommendations and overall successful project.  

      In addressing the scope of work in Section C, describe how your firm provides added value to the County in terms of scope, schedule, cost throughout the rest of the projects with construction administration, third party reviews and continued Owner Advisory services on alternative project delivery. Describe your approach to FFE and move coordination. 

      For each project, provide a narrative and bar graph type schedule indicating, in weeks, how the work will proceed under the contract to the point where construction has started under the four options indicated.  Include proposed processes for ensuring effective coordination, applications, training, as well as procedures for reporting and disseminating information.   

      Describe experience working with key stakeholders (elected officials, prosecutors, end users, community members), including presentations and facilitation of discussion related to key project features and decision points. Describe the flow of information and project communications with team members, the County’s project construction manager, contractor and/or design build team, stakeholder groups. 

    • Relevant Experience and Past Performance (10 pts)

      Include a list of a minimum, three (3) successfully completed projects your firm/team has undertaken of similar scope and complexity within the last eight years.  Include a brief description of the services relevant to the items listed in the Scope of Work and minimum qualification as performed by the team members. 

      For each project identified, provide the following:  

      • Project name and address.  

      • Project Delivery Method  

      • Describe the scope of the project  

      • List who on your project team were involved with the project and in what capacity. 

      • The client name and contact person.  Include address, email, and phone number (verify contact information is current).  

      • The size of the project (square footage constructed/renovated)  

      • Dollar value of services and dollar value of the project.  

      • Start and completion dates. 

    • Access to the firm / team staff/ documents (7 pts)
      • Describe how physically accessible the firm/team is to Pierce County, in terms of communications, meetings and field work. 

      • Include any alternative methods of communications, meetings, or innovative CA methods that your team may propose, including any real time shared data access methods with Pierce County and/or consultants and contractors. 

    • Accuracy and Completeness of the Statement of Qualification (SOQ) (3 pts)

      Statement of Qualification will be evaluated on the following criteria:

    Q (Project Advisor): Is it permissible to propose the same Project Advisor for both projects?

    A: Yes, it is permissible, please read through Section 5 Evaluation for further information.

    A: Yes, there will be separate Architect & Engineer teams under contract during pre-design, please refer to section 1.1 Summary. For expected level of coordination please refer to section 2.1 Scope of Work.


    Q (Owner Advisor Onsite Presence Expectations): Does the County have expectations regarding frequency of onsite presence for the Owner Advisor during construction phases?

    A: Onsite presence should align with the construction activities and milestones occurring sufficiently to provide construction administration services outlined in 2.1 Scope of Work. Actual frequency will be determined based on final construction requirements.

    A: No, this level of detail will be developed and shared during the pre-design being executed under the A/E contract.
