    Description

    In accordance with the provisions of Texas Government Code, Chapter 2254, Subchapter A, Professional Services, and Rules and Procedures adopted by the Texas Facilities Commission (TFC), TFC is requesting submittal of qualifications to provide prime professional architectural/engineering (A/E) services for Capitol Complex Master Plan Updates. Page Southerland Page, LLP (now Stantec) performed the initial Capitol Area Development Study, the current 2018 Capitol Complex Master Plan, and subsequent updates.  TFC anticipates Page Southerland Page LLP will be the 'most qualified' based on their knowledge and experience with the TFC Capitol Complex Master Plan.“The issuing office believes that the requested items in this request for offers may be proprietary to one vendor; however, the issuing office strongly encourages offers from all qualified respondents that may be able to provide the requested items.”PROJECT DESCRIPTION1)    This project includes professional services for updates to the TFC Capitol Complex Master Plan and updating building standards for new building construction identified in TFC Owner’s Project Requirements.2)    See Attachment F and G for additional information.STATEMENT OF WORK1)    The A/E shall provide the architectural, engineering, and all other services necessary and/or reasonably inferable to successfully accomplish the scope of services and goals and requirements of the Agency Strategic Plan.  Also, see Attachment D - Professional Service Agreement.2)    Specialized professional services may be required including, but not limited to, land use, life cycle costing, utility infrastructure, interior design, acoustics, lighting, food service, energy conservation strategies and alternatives, civil/transportation, wayfinding signage and graphics, accessibility and safety, landscape design; and cost estimating.3)    The project will require close coordination with TFC, state agencies, the City of Austin, Travis County, and other government jurisdictions.  The project will also require multiple presentations to stakeholders and interested parties, as well as, ongoing communication.4)    Update portions of the TFC Capitol Complex Master Plan which includes, but is not limited to, the following:a)    Overview and summary of previous Capitol Complex plansb)    Strategic vision and long-terms goalsc)    Analysis of Capitol Complex state property, including buildings, and of the extent to which satisfies its space needs through use of the property.d)    Detailed, site-specific proposals for Capitol Complex state property, including proposals on the use of property and space for public sector purposes.e)    Analysis of and recommendations for building design guidelines to ensure appropriate quality in new and remodeled buildings.f)    Analysis of and recommendations for Capitol Complex infrastructure needs, including transportation, utilities, and parking.g)    Analysis of and recommendations for financing options for projects identified in the plan.h)    Time frames for implementation of the plan components and any projects identified in the plan.i)    Other information relevant to the Capitol Complex as TFC determines appropriate.5)    A/E services shall be offered with the understanding of full compliance with non-discrimination requirements of the State of Texas by the A/E.TimelineRelease Project Date:March 27, 2026Question Submission Deadline:April 2, 2026, 10:00amQuestion Response Deadline:April 6, 2026, 5:00pmProposal Submission Deadline:April 10, 2026, 3:00pm
