    Description

    The City is seeking to engage a qualified Construction Manager at Risk (CMAR) firm with proven experience in large-scale public facilities, sports venues, event spaces, and municipal projects to deliver comprehensive preconstruction and construction services. The project includes development of the new ExxonMobil Baytown Events Center (EMBEC), a 120,000–200,000 square-foot facility featuring 8–12 indoor courts, multipurpose event space for sports and entertainment, food service areas, locker and training rooms, and flexible community and lease spaces, with an optional championship arena component. The scope also includes renovation and modernization of the Sterling Municipal Library (up to 35,000 SF), maintaining ongoing operations while integrating it into the larger campus. Additional elements encompass Goose Creek Park integration, as well as site improvements such as parking, landscaping, utilities, administrative areas, and overall campus connectivity.
