    This is a Request for Quotations (RFQ) issued under the Pineville Housing Authority’s

    Procurement Handbook 7460.8 Rev. 3, 2 CFR 200.317–326 (informal/simplified acquisition

    procedures), and applicable Kentucky and local laws. The Kentucky small purchase threshold is

    $40,000; the total anticipated value of this procurement is less than $40,000. Because this is

    routine unit make-ready/turnover work (non-construction services), Davis-Bacon wage rates do

    not apply. All resulting contracts will incorporate the mandatory provisions for simplified

    1. Purpose

    The PHA is soliciting written quotations for unit make-ready services for vacant public housing

    units. Pricing must be provided separately for each bedroom size (1BR, 2BR, 3BR, 4BR,

    and 5BR). The PHA will award one or more contracts (or issue task orders) to the responsible

    vendor(s) whose quotation(s) represent the best value to the PHA.

    2. Scope of Services

    The contractor shall furnish all labor, reusable tools, equipment, supervision, and transportation

    necessary to perform unit make-ready/turnover services for vacant PHA units. The PHA will

    provide all materials to include cleaning supplies, paint, brushes and painting supplies.
