The qualification information and instructions for submission for these projects are available on-line at http://www.panynj.gov/business-opportunities/bid-proposal-advertisements.html TITLE: RFQS- 6000003371 – NEWARK INTERNATIONAL AIRPORT - EWR REDEVELOPMENT PROGRAM - MASTER AGREEMENTS FOR GENERAL CONSTRUCTION SERVICES ON A WORK ORDER BASIS CONTACT: Megan Connors: Telephone: (212) 435-4663 e-mail: meconnors@panynj.gov DUE DATE: July 8, 2026 SCOPE OF WORK: The Port Authority of New York & New Jersey (“Port Authority” or “Authority”) seeks to award Master Agreements (also referred to as “Contracts”) for General Construction Services on a Work Order basis. The Authority anticipates awarding Master Agreements to multiple firms that prequalify under this Request for Qualification Statement (“RFQS”) under three separate ranges. Work Orders issued under these Master Agreements may include multiple work types that are further specified in the RFQS. Firms may submit qualifications for one or more of the ranges below, but in every case must demonstrate compliance with requirements set forth in the RFQS. Range A is set aside for Port Authority Certified SBE firms. Range B and C are open to all firms. 1. Range A – Up to $2,500,000 (Small Business Enterprises SBE) set-aside)* 2. Range B – $2,500,000 to $25,000,000 3. Range C- Greater than $25,000,000 * Only Port Authority Certified Small Business Enterprises (“SBE”) firms can qualify for Range A. SBE firms can also qualify for Range B and C.It is anticipated that the bid document(s) will be available to pre-qualified bidders on a work order basis as needed. To pre-qualify for the above project, all participating firms must execute the Terms of Discussion and submit the Contractor’s Qualification Statement with their RFQS submittal package. The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, businesses will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin, age, or disability in consideration for an award.
