The County of Riverside Purchasing Division (“Purchasing”), on behalf of the Riverside County Regional Park and Open Space District (“District”), is seeking qualified firms to provide on-call professional services in architecture, engineering, environmental, and planning. All bidders currently on, or previously included in, any County on-call list must reapply through this RFQU to be considered for continued eligibility to provide services to the District. There are no incumbents under this solicitation. Bidders that submit a complete and responsive Statement of Qualifications (“SOQ”) package in accordance with this RFQU will be evaluated for inclusion on the District’s Professional Services On-Call List (“Parks On-Call List”). Firms selected for inclusion on the Parks On-Call List may be invited to enter into a multi-year Professional Services Agreement (“Agreement” or “Contract”) with the District. Inclusion on the Parks On-Call List or execution of an Agreement does not guarantee the award of any work and is not project-specific. However, it will allow the District to solicit quotes from listed firms on an as-needed basis for a period of three (3) years. Awarded bidders will be utilized on a rotating basis for negotiated services, including agreement on scope, terms, conditions, and fees. During the term of the Agreement, the District may assign work through Task Orders, which will define the specific scope, schedule, deliverables, and cost for each individual project. Fees will be negotiated with the selected firm for each Task Order. Task Orders will be approved and issued directly by the District. These disciplines are defined as Design Professionals and may include, but are not limited to, the Service Categories identified in Exhibit D.
