    For Environmental Services Related to the New York Forward Small Projects Fund Village of Richfield Springs, New York Mohawk Valley Economic Development District, Inc. (MVEDD) is seeking statements of qualifications from qualified and experienced environmental professionals or firms to perform environmental testing services for various small-scale commercial and mixed-use improvement projects funded through a recently awarded Small Projects Fund grant under the New York Forward program for the Town of Richfield, Otsego County. Services are expected to include, but are not limited to, initial environmental review and site assessments, potential lead-based paint testing, potential asbestos-containing materials assessments, and the collection and analysis of environmental samples, as required. This RFQ aims to establish a pre-qualified pool of environmental service providers eligible to perform required testing and assessments for small business owners and property owners participating in the program. There is a total of eight projects. Minority and Women-Owned Businesses are strongly encouraged to respond. The deadline for QEPs’ Statement of Qualifications is on Friday, July 17th at 3:00 p.m. (Eastern Time) MVEDD reserves the right to reject in whole or in part any and all bids and proposals. Each Proposer shall submit via email: Reilly Rich, Economic Development Specialist Mohawk Valley Economic Development District, Inc rrich@mvedd.org Environmental Review Requirements Each project funded under this Program will be subject to environmental review requirements in accordance with New York State Homes and Community Renewal (HCR) guidelines. The selected Qualified Environmental Professional (QEP) will be responsible for conducting and documenting the following: Initial Environmental Review & Site Assessment Conduct an environmental review to identify the presence or potential presence of hazardous materials or environmental conditions that may impact the health and safety of occupants or conflict with the intended use of the property. All funded projects must be free of environmental contamination that poses a risk. Lead-Based Paint Evaluation For any activities impacting residential dwelling units or child-occupied facilities, assess for the presence of lead-based paint hazards in accordance with applicable federal and New York State regulations. Projects must be free from hazards posed by lead-based paint, and appropriate testing and documentation shall be provided where required. Asbestos-Containing Materials (ACM) Assessment Conduct asbestos inspections and sampling, as necessary, in accordance with the New York State Department of Labor Industrial Code Rule 56 (12 NYCRR Part 56). Any identified asbestos-containing materials must be properly documented and addressed in compliance with applicable regulations. Statement of current workload and availability to perform services during the anticipated project period (2026-2027) b. Ability to respond to multiple, small-scale projects within required timelines 4) Insurance a. Proof of current professional liability (error & omissions), general liability, and workers’ compensation insurance coverage 5) Project Cost Proposal a. Proposed fee structure for services, which may include: i. Initial environmental review/site assessment ii. Lead-based paint testing iii. Asbestos survey and sampling iv. Laboratory analysis costs b. Itemized cost breakdown for typical services SELECTION PROCESS: Responses will be evaluated based on: · Cost competitiveness of proposed environmental testing and assessment services, including clarity and reasonableness of the fee structure · Relevant experience and past performance in environmental review · Capacity and responsiveness to complete required assessments and reporting within established project timelines · Demonstrated commitment to regulatory compliance, including adherence to applicable federal, New York State, and local environmental regulations and standards · Quality assurance and control practices, including accuracy of sampling, documentation, and reporting procedures Evaluations will be completed by Friday, July 31st, 2026. The selected QEPs will be notified upon a decision being approved by MVEDD and NYS Housing Trust Fund Corporation.
