    The County of Riverside Purchasing Department, on behalf of Riverside County Sheriff’s Office (RSO) Ben Clark Training Center (BCTC), is seeking competitive bids to establish a contract with a primary vendor for the purchase, repair, and replacement of badges, as outlined in Exhibit A of this RFQ. The awarded contract will enable RSO to order directly from the lowest, most responsible, and responsive vendor(s). The Riverside Sheriff’s Office is the second largest in California, managing patrol stations, correctional facilities, court services, the Coroner’s Bureau, and the Public Administration. The County of Riverside is among the fastest-growing counties in the country and has seen the largest population increase in the state since 2020, covering more than 7,200 square miles and policing 17 of Riverside County's 28 cities. This Request for Quotation (RFQ) aims to establish a one (1) year contract, with an option to renew for four (4) 12-month periods, for the purchase, repair, and replacement of badges for all departments within the Riverside County Sheriff’s Office. Bidders are advised that the County may award a contract based solely on the initial submissions; therefore, all pricing must reflect the bidder’s most competitive and complete offer. The awarded contractor will be responsible for providing badge-related services to all RSO departments and must offer professional guidance to ensure that badge design, type, size, materials, and overall quality meet departmental requirements. The contractor must also assist RSO with ordering procedures, pickup coordination, follow-up communication, badge design assistance, die creation, and any other related tasks, with these support services provided at no additional cost to the County. The Riverside County Sheriff’s Office will retain full ownership of all badge designs, artwork, materials, dies, and related intellectual property produced under this contract. Furthermore, all quoted prices must be detailed and inclusive of any associated costs. To ensure the safe handling of badges, RSO staff will personally retrieve completed badges once they are ready for pickup. This pickup will occur only at a vendor location within a 60-mile radius of the RSO’s BCTC facility. Prior to pick up, the vendor must notify RSO staff of the badge status to ensure a smooth, efficient collection process. Safe handling is a critical component of this procedure. By having authorized RSO personnel collect the badges directly, the department minimizes the risk of delivery error, loss, tampering, or unauthorized access during transit. Staff members are trained to follow secure transfer protocols, maintain chain-of-custody standards, and verify all identification materials before accepting them. This controlled, in-person retrieval process reinforces accountability and ensures that all badges remain protected from the moment they leave the vendor until they are securely stored or issued.
