City of Hoover, Alabama INVITATION TO BID BID # 08-16 ROADWAY LIGHTING AND TRAFFIC SIGNAL MAINTENANCE SERVICES Sealed Bids will be received by The City Clerk of the City of Hoover, Alabama, at Hoover City Hall, 100 Municipal Lane, Hoover, AL 35216, until 3:00 P.M. local time, Wednesday, April 27, 2016, at which time they will be publicly opened in the Council Chambers of Hoover City Hall, 100 Municipal Lane, Hoover, AL, for furnishing all labor, materials and equipment, and for doing the work of constructing, repairing and maintaining, according to Specifications and Contract Documents, the facilities and improvements hereinafter described. No Bids will be received after the time set forth above and the bids/proposals will be publicly opened and read in accordance with the laws of the State of Alabama. The specified work will be let under one Contract and all materials, labor, and equipment, except as noted, shall be furnished and installed by the Contractor. The work shall consist of CONSTRUCTION, REPAIR, AND MAINTENANCE OF ROADWAY LIGHTING, TRAFFIC SIGNALS, RELATED APPURTENANCES AND ACCESSORIES. All the work shall be accomplished in accordance with the City of Hoover Specifications, City Policies, and ALDOT Standard Specifications for Highway Construction, Current Edition. All Bids/Proposals shall remain valid for a period of ninety (90) calendar days after the date of receipt of Bids. The Owner reserves the right to reject any or all Bids, to waive any informality in any Bid, and to accept any Bid which is considered to be most advantageous to the Owner. The Contract award, if made will be made to the low, responsive, responsible Bidder as evidenced by: (1) a Proposal Form completed in accordance with the Instructions to Bidders and in accordance with stipulations in other sections of the Contract Documents; (2) no special conditions or qualifications made by the Bidder; (3) no alternative Bids or offerings for any items unless such alternative Bids or offerings are requested in the Technical Specifications.
