Funding Requirements This project will be funded through MDE’s State Comprehensive Flood Management Grant (FMG) and all the FMG insert requirements for Debarment, Anti-Kickback, wage rates, Antidegradation and Non- discrimination Employment, will apply to this project. The Town of North East hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received. Except as otherwise provided by law, no bidder may withdraw its bid for sixty (60) days after the Bid Due Date, unless the contract award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case the Bids shall remain open to acceptance and shall be irrevocable for a period of one hundred twenty (120) days after the Bid Due Date. Bids for the construction of the Project will be received by the Town Administrator on behalf of the Mayor and Commissioners of the Town of North East, 106 South Main Street, North East, Maryland, 21901 until 2:00 p.m. local time, Thursday, January 29, 2026. At that time the Bids received will be publicly opened and read. The Project includes the following Work: The Project consists of the construction of a new finished water pumping station at the Rolling Mill Water Treatment Plant in the Town of North East and the decommissioning and demolition of the existing finished water pumping station. Work includes excavation, demolition, masonry building construction, watermain replacement, instrumentation, electrical work, control system integration, HVAC work, and site restoration. Decommissioning of the existing finished water pumping station shall include replacement of electrical raceways, furnishing and installing replacement submersible wastewater pumps and pump control panel, and capping water supply piping. Obtaining the Bidding Documents The Issuing Office for the Bidding Documents is: Entech Engineering, Inc., 201 Penn Street, Suite 300, Reading, PA 19601 attention Mary Wyniawskyj (mwyniawskyj@entecheng.com or 610-373-6667, ext. 1112). Bidding Documents are available on compact disc (as portable document format (PDF) files) for a non- refundable charge of $100.00, including shipping via overnight express service. Alternatively, printed Bidding Documents may be obtained from the Issuing Office either via in-person pick-up or via mail, upon Issuing Office’s receipt of payment for the Bidding Documents. The non-refundable cost of printed Bidding Documents is $200.00 per set, payable to Entech Engineering, Inc., plus a non-refundable shipping charge. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
