    1. Project Overview The Owner is soliciting proposals from qualified roofing contractors to provide a full tear-off and replacement of the existing roof system, along with new gutters and downspouts, at: 80 Beekman Avenue, Sleepy Hollow, NY 10591 The building is an existing two-story commercial structure with a moderately gabled roof, approximately 125 feet front-to-back, 40 feet in width, a single ridge line, and one chimney. The existing roof has experienced water infiltration at multiple locations. The intent of this RFP is to select a contractor capable of delivering a watertight, durable, and warrantable roof system for a stipulated sum. 2. Scope of Work – Roofing (Part A) The Contractor shall provide all labor, materials, equipment, supervision, and services necessary to complete the following: Filing of all appropriate permits required by authority having jurisdiction Full removal and disposal of existing roofing materials Inspection of existing roof decking following tear-off Replacement of deteriorated roof decking where required (see Unit Pricing) Installation of a new asphalt shingle roofing system All underlayment, flashings, and accessories Complete coverage of all roof deck area with self-adhering underlayment such as Grace Ice and Watershield, or similar. Flashing at all penetrations, edges, and transitions, including chimney Temporary weather protection during construction Final cleanup and disposal of all debris 3. Roofing System Requirements The base bid shall be for a 25-year warranted architectural asphalt shingle system, suitable for a commercial application and local climate. Proposals shall identify: Manufacturer and product line Shingle type and warranty Underlayment and ice & water shield assumptions Flashing materials and detailing approach Architectural Shingle Basis of Design: Owens Corning Roofing Duration Series Min Class 3 Impact Rating 25 year warranty Color - TBD Roof system shall be installed in accordance with manufacturer requirements to maintain full warranty eligibility. 4. Existing Conditions & Assumptions The existing roof has experienced leakage at multiple locations. Documentation of existing conditions is limited. Proposers shall assume: Full tear-off is required Some degree of decking deterioration is likely 5. Deck Repair – Unit Pricing (Required) Proposals shall include unit pricing for removal and replacement of deteriorated roof decking, expressed as a cost per square foot, to be applied only where required and authorized. Contractor is to provide a markup and estimate of the scope and extend upon discovery and before completion of required work. Structural repairs beyond localized decking replacement (e.g., rafters, joists, trusses) are excluded from the base scope and shall be identified separately if discovered. 6. Gutters & Downspouts (Part B) The scope includes removal and replacement of all existing gutters and downspouts. Gutter System Requirements 5” half-round gutters 4” round downspouts minimum Minimum of three (3) downspouts per eave, evenly spaced Fabricated from 24-gauge factory-coated Galvalume steel PVDF / Kynar finish, matte All cut edges sealed per manufacturer requirements Mixed-metal contact avoided Gutters shall be supported with hidden hangers fastened to the fascia Downspout locations shall be coordinated with the Owner. 7. Schedule Proposers shall indicate: Anticipated duration of work Required lead times Weather constraints Coordination requirements 8. Contractor Insurance Requirements 8.1 Required Coverages and Limits The Contractor shall maintain, at its sole cost and expense, insurance coverage meeting the requirements below for the duration of the Work. At a minimum, the Contractor shall carry: Commercial General Liability Insurance (CGL) Written on an occurrence basis Minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate Umbrella / Excess Liability Insurance Minimum limit of $1,000,000 May be used in combination with the underlying CGL to satisfy the required limits Must be written on a follow-form basis to the CGL policy Workers’ Compensation Insurance Statutory limits as required by New York State Automobile Liability Insurance Covering owned, non-owned, and hired vehicles Minimum combined single limit of $1,000,000 All insurance shall be issued by carriers licensed to do business in the State of New York and rated A- or better by A.M. Best. 8.2 Additional Insured Requirements The Owner, Sleepy Hollow Long Table LLC, shall be named as Additional Insured on the Contractor’s: Commercial General Liability policy Umbrella / Excess Liability policy Automobile Liability policy Additional Insured status shall apply to claims arising out of or related to the Contractor’s work. Additional Insured coverage may be provided by: Blanket Additional Insured endorsement, provided such endorsement is triggered by written contract, or Specific endorsement naming Sleepy Hollow Long Table LLC as Additional Insured 8.3 Primary, Non-Contributory, and Waiver of Subrogation All Contractor insurance required under this RFP shall: Be Primary and Non-Contributory with respect to any insurance maintained by the Owner Include a Waiver of Subrogation in favor of the Owner, Sleepy Hollow Long Table LLC Provide not less than thirty (30) days’ written notice to the Owner prior to cancellation, non-renewal, or material modification 8.4 New York Labor Law §§ 240 / 241 (Scaffold Law) The Contractor’s Commercial General Liability and Umbrella / Excess Liability policies shall not contain exclusions for claims arising under New York Labor Law §§ 240 and/or 241, including height-related injury claims. Contractors whose insurance policies exclude coverage for New York Labor Law §§ 240 and/or 241 shall be deemed non-responsive and will not be considered for award. 8.5 Proof of Insurance Proposers shall submit: Certificates of Insurance evidencing all required coverages Written confirmation that the required policies do not exclude New York Labor Law §§ 240 / 241 claims Upon request, the Contractor shall provide copies of applicable policy endorsements confirming compliance with these requirements. 9. MWBE Participation Requirements This project is supported by funding from the New York Forward Program, which includes a Minority- and Women-Owned Business Enterprise (MWBE) participation goal of thirty percent (30%) of applicable project costs, in accordance with New York State requirements. The selected Contractor will be required to cooperate with the Owner’s efforts to achieve MWBE participation goals and to make good-faith efforts to solicit and utilize New York State–certified MWBE firms where feasible. MWBE participation may be achieved through utilization of certified MWBE subcontractors, suppliers, or other eligible participation consistent with program guidelines and the requirement that MWBE firms perform a commercially useful function. Proposers are encouraged to identify opportunities for participation by NYS-certified MWBE firms within their subcontracting and supply chains, including materials suppliers and other eligible goods and services. 10. Qualifications Contractor should have a minimum of 10 years of experience removing and replacing roofs and gutters on commercial structures, and able to procure 3 references upon request. 11. Warranty Requirements Proposals shall include: Manufacturer’s roof system warranty (minimum 25 years) Contractor workmanship warranty Description of coverage and exclusions 12. Fee Structure – Stipulated Sum Proposals shall be submitted as a Stipulated Sum inclusive of all permits, inspection (by third parties), disposal of waste, labor, materials, equipment, overhead, and profit. All exclusions must be explicitly stated. Items not specifically excluded shall be deemed included. 13. Site Access Site access prior to proposal submission may be limited. Proposers shall base their proposals on the information provided and stated assumptions. Site Access & Laydown Area The site has limited laydown and staging area. Access is primarily via two narrow alleys adjacent to the building and the public sidewalk. Proposers shall assume constrained material staging and shall include all logistics, protection, and coordination necessary to perform the work safely and efficiently. 14. Owner’s Rights The Owner reserves the right to: Reject any or all proposals Request clarifications Negotiate scope and pricing Award the contract in the best interest of the project 15.
