    Description

    The City of Roswell is soliciting proposals from qualified consultants to update the Roswell/Chaves County Hazard Mitigation Plan. The updated plan shall include the City of Roswell, Chaves County, the Town of Dexter, the Town of Hagerman, the Town of Lake Arthur, and any other participating jurisdiction approved by the City.

    The completed Hazard Mitigation Plan must comply with all applicable FEMA, New Mexico Department of Homeland Security and Emergency Management, federal grant, state, and local requirements. The selected consultant will be responsible for completing the plan update, coordinating with participating jurisdictions and stakeholders, supporting public involvement, completing all required revisions, and assisting with adoption until final approval is received.

    Background

    The City of Roswell, in coordination with Chaves County and participating jurisdictions, is seeking to update the Roswell/Chaves County Hazard Mitigation Plan. Hazard mitigation plans are required to be updated every five years in order to remain compliant with FEMA requirements and to maintain eligibility for certain federal hazard mitigation funding opportunities.

    The current plan identifies hazards, assesses risks and vulnerabilities, and establishes mitigation actions intended to reduce future losses from natural and human-caused hazards. The updated plan shall review and revise the existing plan, evaluate current hazards and risks, update jurisdictional capabilities, identify mitigation goals and actions, include public and stakeholder involvement, and meet all requirements necessary for review and approval by NMDHSEM and FEMA.

    The selected consultant shall coordinate with the City, Chaves County, participating jurisdictions, NMDHSEM, FEMA, and other applicable stakeholders throughout the planning process. The final plan must be accepted and approved by the participating local jurisdictions, NMDHSEM, and FEMA.

    Evaluation Criteria

    • Professional Qualifications and Key Personnel (15 pts)

      Evaluation will be based on the Offeror’s qualifications and the qualifications of the key personnel assigned to the project. Offerors should identify the project manager, primary staff, subcontractors if applicable, and the role each individual will perform. Evaluation may include education, certifications, technical qualifications, hazard mitigation planning experience, FEMA/NMDHSEM knowledge, and the ability of the assigned team to successfully complete the project.

    • Company Experience (20 pts)

      Evaluation will be based on the Offeror’s experience providing similar services, including hazard mitigation planning, FEMA-approved planning documents, emergency management planning, multi-jurisdictional planning, public sector planning, grant-funded planning, and coordination with state and federal agencies. Offerors should describe similar projects completed and identify experience working with local governments and participating jurisdictions.

    • Project Approach and Methodology (20 pts)

      Evaluation will be based on the Offeror’s proposed approach to completing the scope of work. This may include the planning process, stakeholder coordination, public involvement strategy, hazard identification, risk assessment, capability assessment, mitigation action development, draft plan review, NMDHSEM/FEMA coordination, required revisions, adoption support, and final approval process.

       

    • Project Schedule, Deliverables, and Management Plan (10 pts)

      Evaluation will be based on the proposed project schedule, milestones, meetings, deliverables, review periods, and overall project management plan. Offerors should provide a realistic schedule that clearly identifies when major tasks and deliverables will be completed.

    • References (5 pts)

      Evaluation will be based on references provided for similar services. Offerors shall provide at least three references for similar work performed for public entities or similar organizations.

    • Cost/Fee Proposal (30 pts)

      Evaluation will be based on the overall reasonableness, clarity, completeness, and competitiveness of the proposed cost. The cost proposal should be tied to the scope of work, tasks, milestones, and deliverables. Cost-plus-percentage-of-cost pricing is prohibited. State gross receipts tax and any applicable local option taxes shall not be included in the proposed cost and shall be listed separately if applicable.

The Technical Proposal shall be organized by the tasks identified in the Scope of Work and shall include, at a minimum, the Offeror’s qualifications, company experience, key personnel, project approach and methodology, project schedule, proposed deliverables, references, and ability to complete the approved Scope of Work. The project approach shall address planning team development, stakeholder coordination, public involvement, hazard identification and risk assessment, vulnerability assessment, capability assessment, mitigation strategy development, draft plan preparation, NMDHSEM/FEMA review support, adoption support, final FEMA approval support, and final deliverables.

      The Technical Proposal shall also include a proposed project schedule identifying major tasks, meetings, milestones, review periods, draft deliverables, adoption support, final approval activities, and anticipated completion dates. The Cost Proposal must be submitted separately in the designated Cost Proposal upload section.

    • Upload Cost Proposal Only (required)

      Please upload your Cost Proposal in this section only. The Cost Proposal shall include all costs necessary to complete the approved Scope of Work and shall be organized by task, milestone, and deliverable.
