Proposals are legal and binding upon the bidder when submitted. Please submit one (1) unbound original, three (3) bound copies, and one (1) PDF electronic copy, excluding the FEE SCHEDULE/ COST PROPOSAL. The FEE SCHEDULE/ COST PROPOSAL should be in a separate sealed envelope/container.
