The Sacramento County Children's Coalition - Children's Trust Fund
The Children’s Trust Fund (CTF) was created by California State legislation (Assembly Bill 2994), enacted in 1983, to provide funding for child abuse and neglect prevention and intervention programs operated by private non-profit organizations or public institutions of higher education with recognized expertise related to child well-being. Funding for the CTF is derived primarily from a portion of the fees charged for certified copies of birth certificates in Sacramento County. The CTF may be augmented by grants, gifts, and bequests from private sources, tax appeals, and/or funds appropriated to Sacramento County for the CTF by the California State Legislature.
County Boards of Supervisors may designate a local voluntary commission, board, or council to carry out the purposes of the legislation establishing the CTF. Accordingly, the Sacramento County Board of Supervisors appointed the Children’s Coalition (Coalition), an advisory board composed of community volunteers, as the body responsible for administering the CTF and conducting its competitive bid/selection processes. The CTF Committee has been delegated by the Coalition to carry out this competitive bid/selection process and issuing this RFP. The Sacramento County Department of Child, Family and Adult Services is the fiscal agent for the Children's Coalition; therefore, awards will result in contracts with Sacramento County.
The Coalition is made up of a broad range of individuals who intersect with various children’s systems in Sacramento County, such as education, physical and mental health, child advocacy, childcare, and social services.
In August 2025, the Coalition convened its annual member retreat to identify advocacy priorities for 2025–2026, drawing on information and community insights gathered over the past two years. The Coalition affirmed that meaningful child abuse prevention and early intervention begin with addressing the social determinants that shape the well-being of children, youth, and families—such as mental health, home safety, and educational support.

WHEREAS it is in the best interest of Sacramento County that those entities with whom the County does business demonstrate financial responsibility, integrity and lawfulness, it is inequitable for those entities with whom the County does business to receive County funds while failing to pay court-ordered child, family and spousal support which shifts the support of their dependents onto the public treasury.
Therefore, in order to assist the Sacramento County Department of Child Support Services in its efforts to collect unpaid court-ordered child, family and spousal support orders, the following certification must be provided by all entities with whom the County does business:

A: Thank you for your question. Both. While potential metrics or areas of focus may be suggested, the final set of measures will be developed in collaboration with the coalition. This process will allow coalition members to identify the data points they believe best reflect community needs and align with their priority focus areas, including whether measures similar to those used in the 2022 Report Card should be incorporated. At the same time, the contractor may identify additional data points that help contextualize or better illustrate emerging trends or gaps. If so, those measures may also be proposed for consideration to ensure the Report Card tells a comprehensive and accurate story about community needs and outcomes.
Q (Data Sources): Will the county provide the contractor with access to any county or state data sources?
A: Thank you for your question. Many county and state data sources are publicly available and can be accessed directly by the contractor. To the extent feasible, the County may also provide or help identify publicly available datasets that are relevant to the development of the Report Card. However, internal county or state systems often contain confidential or protected information and, therefore, direct access to those systems cannot be guaranteed. Contractors are encouraged to identify and utilize publicly available data sources and to develop strategies for independently collecting or supplementing data as needed. This may include partnering with community-based organizations, agencies, or other stakeholders to gather both qualitative and quantitative information that can help inform and strengthen the Report Card.

Q (Cover Letter): Can we include a 1-2 page cover letter with our proposal submission?
A: Thank you for your question. Proposers may include a cover letter with their submission; however, it is not a required component of the proposal and will not be included as part of the scoring or evaluation process.

Q (In-kind): Can a >10% difference between our standard indirect and the indirect cap fulfill the 10% in-kind requirement?

If an agency’s approved indirect rate exceeds the 15% cap that will be reimbursed under this contract, the difference may be applied toward the 10% in-kind contribution requirement. However, the funds covering the excess indirect costs cannot be reimbursed by federal funds or used as a match for another funding source.

Are these referring to the same meetings or two different sets of meetings?

These meetings may also serve as an opportunity to conduct outreach, engage stakeholders, and gather qualitative and quantitative input to help inform the report content, as described in Section 6.1(C).
