This project is grant-funded through a grant agreement awarded to the City by the United States Department of Transportation, Federal Highway Administration under the US DOT FY23 Safe Streets and Roads for All Funding Notice of Funding Opportunity, DOT-OST-2023-0048 (“NOFO”) (the “Grant”) (Attachment C). The Action Plan Project will evaluate safety for all modes of transportation citywide with an emphasis regarding the major corridors of State Route 1 and State Route 246 through the core of the City of Lompoc, focusing on the Grant goals such as providing safe transportation for bicyclists and pedestrians while promoting increased roadway connectivity, reducing greenhouse gas emissions, reducing VMT per capita, Vision Zero, and improving safety and mobility for a variety of transportation modes.A key component of the Action Plan will include a partnership with Caltrans District 5 staff, utilizing the Local Road Safety Plan stakeholders group and seeking opportunities to expand membership and to include representatives from the underserved areas of the community with focus on reaching our disadvantaged and underserved communitiesusing a variety of in-person and digital platforms to ensure community needs and concerns are appropriately addressed and represented in the Action Plan. The plan will provide insightful, accurate and innovative transportation, planning and engineering solutions that emphasize the importance of safe, equitable and efficient mobility for the traveling public reviewing the relationship between health, equity, social justice, and the built environment.The City has adopted Vision Zero as one component of the Local Road Safety Plan with the goal of zero traffic deaths or severe injuries among all road users through a Safe System approach and evolving beyond the traditional E’s (engineering, education, and enforcement). This also commits the community to a fundamental shift in how we approach traffic safety; understanding that saving lives is a priority, traffic deaths are preventable and integrating human failing into the approach.Lastly, the Action Plan would also assist the City in securing future funding to aid in the implementation of the “Complete Streets” program while identifying key areas of improvement to enhance safety, accessibility, and walkability for pedestrians, bicycle-friendly streets and enhance safety for automobiles citywide. Improvements along major corridors are vital to the City of Lompoc and its residents and would greatly benefit the community by improving safety and attracting further investments from business owners along the highway corridors that will enable revitalization of the local economy. Notes: SCHEDULEThe deadline for submitting proposals is 4:00 pm, Tuesday, July 21, 2026The City anticipates awarding the contract at the September 1st City Council Meeting; executing the contract between September 14 and September 18, 2026; and allowing work to begin upon contract execution. The contract time is 24 calendar months after contract execution.
