    Description

    The City of Bellingham solicits interest from consulting firms with expertise in Civil Design. This agreement will be for approximately fourteen months in duration, beginning July 2026 and ending September 2027, with the option for the City of Bellingham to extend it for additional time and money if necessary. Consultants will be considered for the following federally funded project. The City of Bellingham reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. Project Description The work to be performed by the CONSULTANT consists of preparing preliminary engineering design for the Samish Way & Maple Street Overlay project. The project proposes to resurface the roadway to improve pavement conditions. In addition to resurfacing, the project will improve corridor lighting by relocating existing streetlights and installing additional fixtures to enhance visibility and safety for all users. This project has a 0% FSBE goal with a 10% SBE voluntary goal . The major features of the project are as follows: · Roadway resurfacing · Streetlight analysis and design Other features of the project are as follows: · Collect Survey and lighting data for the areas shown within the project vicinity map. · Perform an environmental analysis, assessment of permitting needs, and assist the City in acquiring necessary permits for CN obligation (i.e. NEPA, cultural resources, etc.). · Prepare complete bid documents including construction plans, technical specifications, and engineers estimate (PS&E). · Other work that may be included, depending on project funding or as part of future amendments: o Services during bidding The City of Bellingham reserves the right to retain the services of the successful firm(s) for any subsequent phases (R/W, CN, Construction Management) associated with these projects.
