    Sealed proposals for the construction of the 44B-2026 SAMISH WAY UTILITY REPLACEMENTS EU197 project, will be received by the City of Bellingham, 210 Lottie Street, Bellingham, Washington, 98225 at the Purchasing Office until August 12, 2026, at 11:00 a.m., and thereafter will be publicly opened and read. The improvement consists of: The construction of sanitary sewer main and water main replacements along Samish Way and sanitary sewer main improvements along G Street. Work along Samish Way will include the replacement of approximately 935-feet of 8-inch diameter concrete sanitary sewer main with 12-inch diameter PVC SDR35 sanitary sewer main from Consolidation Ave north to Abbott St along Samish Way, construction of approximately 2,190-feet of 12-inch diameter water main between Bill McDonald Pkwy and Otis St along Samish Way, and approximately 540-feet of 8-inch diameter water along portions of Abbott St and E Laurel St. Samish Way will require night work. Work along G Street will include approximately 3,230-feet of 8-inch diameter sanitary sewer CIPP rehabilitation and 791-feet of new 8-inch diameter sanitary sewer main along G Street from Halleck St to North St with additional piping along various alleys in the immediate vicinity of North St. Price Range: $4,600,000 - $5,500,000 Plans, specifications, special provisions, basis to be used in comparing bids, proposal and contract can be viewed at the City of Bellingham website (https://cob.procureware.com/) or seen at the Purchasing Office, 210 Lottie Street, Bellingham, Washington, 98225, phone (360) 778-7750. All proposals must be on the Bid Proposal form provided by the City of Bellingham and must be accompanied by a certified check, cashier's check, cash, money order or bid bond payable to the Finance Director in an amount equal to or exceeding five percent (5%) of the total bid. No other form of bid security is acceptable. A one hundred percent (100%) payment and performance contract bond will be required; provided that for projects of thirty-five thousand dollars ($35,000) or less, at the contractor's option, retainage of fifty percent (50%) will be held until releasable under RCW 39.08.010 in lieu of a payment and performance contract bond. The right is reserved to postpone making the award for a reasonable length of time, to reject any and all bids, or to waive irregularities not affecting substantial rights.
