The New York State Department of Health’s Bureau of Water Supply Protection is seeking a contractor to provide training to state and local health departments, within New York State, on conducting sanitary surveys at public water supplies in accordance with the Safe Drinking Water Act and New York State Requirements. Background The New York State Department of Health’s, Bureau of Water Supply Protection has been granted primary enforcement responsibility by the U.S. Environmental Protection Agency (EPA) for the implementation and enforcement of the Federal Safe Drinking Water Act (SDWA) as amended by Congress on August 6, 1996. In accordance with CFR§142.10(b)(2), New York State must implement procedures for “a systematic program for conducting sanitary surveys of public water systems in the State…” New York State Department of Health, in conjunction with local health departments, performs sanitary surveys at public water systems throughout the state in order to ensure that an adequate and safe supply of drinking water is delivered to the public. It is critical to have properly trained, competent inspectors to ensure that the sanitary surveys are performed effectively. The sanitary survey inspection training is essential to develop and update the expertise of state and local health department staff in evaluating a public water system’s capability to consistently produce and deliver an acceptable quality and quantity of potable water. This training will include up to four courses, broken down as up to two, 2-day Sanitary Surveys of Ground Water Systems courses, and up to two, 2-day Sanitary Surveys of Surface Water Systems courses, during each year of the contract. The Ground Water Systems course shall cover material relevant to small community public water systems with ground water sources and basic water treatment processes. The Surface Water Systems course shall be designed to be a follow-up module to the Ground Water Systems course (completion of the Ground Water Systems course will be a prerequisite for students taking the Surface Water Systems course), and shall cover sources, treatment, regulatory compliance and health risks related to surface water sources and “ground water under the direct influence of surface water” (GWUDI) sources. The number of courses to be required in a contract year, and the dates and locations, are to be determined by the New York State Department of Health. The New York State Department of Health has typically required two Sanitary Survey of Ground Water Systems courses and two Sanitary Survey of Surface Water Systems courses each year. This frequency may vary from year to year. The New York State Department of Health anticipates requiring courses at a similar frequency and with a variety of locations throughout New York State during the period of this contract. The contractor must be flexible to accommodate conducting courses wherever needed in New York State and on mutually suitable dates. In order to conduct these surveys, staff should be familiar with all of EPA and New York State rules and regulations on sanitary surveys and be continually updated on any new federal or state mandates. Minimum Qualifications 1) 5 years’ experience in implementing the Safe Drinking Water Act at either the State or Federal Level. 2) 2 years’ experience with conducting sanitary surveys at community water systems. Deliverables A. The contractor will be responsible for developing and providing appropriate curricula for both the Ground Water Systems and Surface Water Systems courses that meet the requirements of the EPA, New York State and SDWA as well as incorporating any new regulations or changes into the curricula. These curricula must be approved by the New York State Department of Health. The courses should be designed to prepare participants to identify potential sanitary risks. As a result of attending a Ground Water Systems course, participants will be able to: · Evaluate ground water supply sources to determine proper protection. · Describe treatment techniques typically used at small ground water systems in New York and related chemical addition and handling procedures. · Determine if adequate disinfection procedures are in place. · Recognize proper methods for sampling and field analysis. · Evaluate the adequacy, reliability and safety of the storage and distribution of drinking water to consumers. · Identify cross-connections and evaluate cross-connection control programs. · Identify improper operation and maintenance of water system equipment and components. · Evaluate significant factors related to the security of water system facilities. · Comprehend data forms and related functions of inventory data systems used in NY, especially the SDWIS data system. · Interpret and apply regulations governing small community public water systems with ground water sources, including the identification of related code violations and significant deficiencies and appropriate response to these. · Perform follow-up enforcement measures to ensure water system compliance. Class participants will be required to complete the Ground Water Systems course before taking the Surface Water Systems course. As a result of attending the Surface Water Systems course, participants will be able to: · Evaluate surface water sources to determine proper protection. · Describe treatment techniques utilized for surface water sources, and related chemical addition and handling procedures. · Comprehend inventory data related to surface water sources and treatment. · Interpret and apply regulations governing public water systems that utilize surface water or Ground Water Under the Direct Influence of Surface Water sources, including the identification of related code violations and significant deficiencies and appropriate response to these. · Perform follow-up enforcement measures to ensure water system compliance. The contractor will incorporate the latest need-to-know information for conducting a sanitary survey of public water systems and applying the 1974 Safe Drinking Water Act and subsequent amendments of 1986 and 1996 into these Sanitary Survey Courses. B. The contractor will be responsible for providing qualified instructors. The contractor will provide at least two trainers per session, one of the two trainers should have a minimum of five years’ experience performing sanitary surveys and/or Comprehensive Performance Evaluations and a minimum of two years’ experience conducting training related to sanitary surveys or related work. The second trainer should have a combination of at least three years of experience performing sanitary surveys or similar work and/or conducting related training. C. The contractor will be responsible for creating instructor and student evaluations for all courses delivered. The evaluations must be approved by NYSDOH. The individual evaluations as well as a summary of the evaluations for each training session shall be submitted to the New York State Department of Health within 3 weeks after the training session. D. The contractor will be responsible for delivering the training. The Ground Water Systems and Surface Water Systems courses will be presented at various locations in New York State during each contract year. The New York State Department of Health will provide the training facility and/or room. The contractor will only be paid for those training sessions actually required and delivered. Each training day should include approximately seven hours of instructional time (excluding lunch breaks). Attendance will be limited to approximately 25 individuals in each session. The New York State Department of Health may need to cancel or postpone a training due to extenuating circumstances, such as, but not limited to, severe weather. The need to cancel or postpone a class will be communicated to the contractor in advance. The New York State Department of Health is not responsible for payment of cancelled training sessions. The curricula, all course materials, and written evaluation forms must be pre-approved by the New York State Department of Health prior to course delivery. In addition, the contractor will be responsible for: · Duplicating and distributing all course materials prepared by the bidder for participants. · Arranging travel for course instructors. · Providing necessary audiovisual equipment; and providing, to the New York State Department of Health, an instructors’ evaluation of each workshop session, and individual and a summary of the student course evaluations, within 3 weeks after completion of each session. · The New York State Department of Health reserves the right to request the actual participant course evaluations (in addition to a summary). Interested Contractors Interested contractors should submit a short summary, 5 pages or less, describing their organization and qualifications that demonstrate their ability to meet the deliverables outlined above.
