    Background

Industry best practices, validated by leading SCADA system integrators, emphasize that it is vital to have a long-term relationship with an integrator that acts as an extension of the District's IT and SCADA staff. This relationship enables the integrator to contribute meaningfully on District IT decisions regarding network upgrades, systems design, hardware recommendations, security assessments, IT governance, and capital improvement projects requiring SCADA and IT components.

    Questions & Answers

    Q (PLC F):

A: What material should the enclosure be? Do we want external indicators? Painted steel is preferred. All external indicators should be replaced with the Pheonix Contact VL3 PPC HMI. We will need a sunshade and industrial keyboard, which could be mounted on the outside of the door, or could be mounted on an inner door. We would also like to add fans for cooling.

    Q (PLC A):

A: What material should the enclosure be? Do we want an HMI? Painted steel is preferred, although there will be conduit running from the new panel to the original stainless steel panel. We do not want an HMI installed at this time, but should allow enough panel space to be able to install one in the future. The future HMI will be a Pheonix Contact VL3 PPC.

    Q (Servers):

A: What is being upgraded on SCADA, and who will provide the software and licensing? The upgrade is only a software version upgrade from System Platform 2020 to 2023. The district will provide all AVEVA and Windows software and licensing.

    Q (PLC P):

A: What material should the enclosure be? How can we increase the enclosure size? Painted steel is preferred. Space is limited, so our current plan is to increase the height of the enclosure, but that would likely require a custom size. It is possible that we can make space for a new enclosure that can house the PLC, HMI and network equipment, and then be able to reuse the existing enclosure for the IO.

    Q (PLC 82):

A: Do we need a new managed ethernet switch? The existing switch in the panel is unused and can be removed. There is an IDF nearby that contains our current switch. New cables may have to be run between the IDF and the panel to accommodate the new hardware.
