The City of New London, Connecticut (the "City") is issuing this Request for Proposals ("RFP") to solicit proposals from qualified vendors ("Bidders," "Offerors," or "Contractors") to provide School Crossing Guard Services at designated intersections within the City of New London for the benefit of students attending New London Public Schools ("NLPS"). The selected Contractor shall provide trained, qualified, supervised, and appropriately equipped School Crossing Guards for the term of the resulting contract.
Provide an introduction letter outlining the respondent’s specialization, the location of the office responsible for managing the project, and a summary of the experience intended to support the respondent's qualifications to perform required professional services. The introduction letter must be signed by an officer of the Company/Corporation submitting the response.
The respondent must have been in existence, under its current name, for at least five (5) years, providing the services outlined in the Statement of Work section or compatible services to government agencies, in good standing with a track record of performance, and must provide evidence of such in this section. If name changes have occurred in the past twenty (20) years, provide these name changes in chronological order.
Provide a brief narrative of company history, including the date the company was formed and/or incorporated, and list the officers of the company submitting and its qualifying agents. In addition, include the firm’s organizational chart, including names, titles, and leadership staff positions.
Bidders must meet the following minimum qualifications to be considered responsive and responsible. Failure to meet any minimum qualification, or failure to provide the required documentation with the bid submission, may result in the bid being deemed non-responsive.
Connecticut Business Registration: The Bidder shall be registered to do business in the State of Connecticut and in good standing with the Connecticut Secretary of the State. You must submit a Certificate of Legal Existence with your proposal. Visit Business.CT.gov for more information.
Indicate the company’s years of experience providing the requested services outlined in the Statement of Work section.
Provide a brief narrative of your most significant projects undertaken in the past five (5) years; limit to no more than ten (10). Describe the scope of each project in physical terms and by cost, dates of service, and the respondent’s responsibilities, and provide the name and contact telephone number of an individual in a position of responsibility who can attest to the respondent’s activities about the project.
Provide the resume of the project manager(s) assigned to this project. The resume must include education, years of experience, and other pertinent information necessary to convey the quality of the individual(s) assigned to this project.
Provide a narrative describing the respondent’s approach to staffing, supervising, and managing the crossing guard services required in the Statement of Work. The narrative must address the respondent’s plan for covering all required crossing guard posts, providing backup or alternate crossing guards, supervising guard activities, completing field inspections, preparing monthly schedules, communicating with the City liaison, and handling complaints, incidents, emergencies, or service changes.
Provide a description of the respondent’s crossing guard training program, including initial training, refresher or annual training, first aid/CPR certification, pedestrian safety, traffic safety, school crossing area procedures, applicable Connecticut law, CTDOT guidance, local requirements, and training documentation or certification tracking.
Describe the respondent’s quality assurance process for ensuring guards are present, properly equipped, in uniform, and performing services in accordance with the Statement of Work.
Provide a statement identifying whether the respondent intends to self-perform all work or use any subcontractors/sub-consultants. If subcontractors/sub-consultants will be used, identify the subcontractor/sub-consultant, describe the work to be performed, and provide relevant qualifications and contact information.
Proposal shall be based upon the information outlined in section 2.3 of this RFP.

The hourly rates submitted in the proposal shall be the official pricing for the bid.
Estimated quantities are for evaluation purposes only and do not represent a guarantee of work. Actual quantities may vary based on the NLPS calendar, tier staffing requirements, and additional post requests.
The hourly rate submitted shall include all costs associated with providing School Crossing Guard Services, including but not limited to: wages, statutory and voluntary benefits, payroll taxes, Workers' Compensation, Paid Family and Medical Leave contributions, uniforms, equipment, training, background checks, supervision, administrative overhead, insurance, and profit.
Preference points may be awarded to Offerors certified as:
• Small Business Enterprise – gross revenues under $10 million in most recently completed fiscal year
• Local Business Enterprise – principal office physically located in the City of New London, CT
• Minority Business Enterprise – certified pursuant to Conn. Gen. Stat. § 4a-60g
