It is the responsibility of the security company to lock the restrooms within the City of Roseville Parks on a daily basis based on the specifications listed below. There are 14 separate facilities, 3 with multiple restroom buildings. We estimate that it will take an individual to lock the facilities about 4 hours to complete uninterrupted. Below are the descriptions of the scope of duties: 1. All restrooms shall be checked to confirm they are not occupied prior to locking. 2. Parks without sports court or field lighting shall be locked no earlier than sunset. This time would shift as the days get longer and the company that accepts the job must be able to adjust the schedule. 3. Parks identified with sports court or field lighting (see Attachment H) shall be locked no earlier than 11pm during the term of this contract. 4. Vehicles are not allowed onto park sidewalks and pathways in the Parks to get to restrooms, with the exception of the Maidu Softball Complex Building. 5. If the facility is occupied at lock up, the security personnel shall inform occupant the facility is closed and is being locked. The occupant shall be allowed up to 5 minutes to vacate the restroom. 6. If someone refuses to leave, the security staff shall call Roseville Polic Department, explain the situation, and continue locking other sites then return to lock the restroom later in the evening. 7. An e-mail shall be sent to the designated city contact at the end of the shift to report damage or issues (such as broken locks, graffiti, burned out security lights, etc.) that may have been observed during the evening. 8. There are NO LOCK nights the evening prior to the following major holidays: New Years Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving and Christmas. 9. Proposal must include method/pricing that defines adjustments in the invoicing for additions and subtractions to the facilities to be locked. 10. City will provide four (4) sets of keys which Contractor will be responsible for returning at the end of contract. If any of the sets of keys are lost or damaged, Contractor will notify City immediately. City will replace key at our cost. Contractor shall not make copies. 11. Contractor shall be able to provide additional services such as site security, additional facility lock up, additional site patrol, based on an agreed upon quoted price prior to performed service. 4.1 Multiyear Agreements - The initial contract will be from date of award through June 30, 2027. The City reserves the right to renew the contract for four (4) additional years, one (1) year at a time at its sole discretion. The vendor receiving the contract award for the initial contract will Page 7 of 42 retain that contract award throughout the life of the contract, including the optional renewal years. The initial contract will be awarded based on the prices determined through the initial contract negotiation process. Sixty days prior to the expiration date of the current contract, the City is willing to re-negotiate out-year pricing (increases and/or decreases) based on market fluctuations. The pricing for each renewal year will be evaluated based on what the City deems to be fair and reasonable pricing. Any requests made by the vendor for a price increase must be fully documented utilizing an appropriate Consumer or Producer Price Index or other relevant market data to justify a price change. In its request for price increases Seller shall cite sources, specific conditions, and document how those conditions affect the cost. The City of Roseville is also willing to re-negotiate pricing if it is affected by catastrophic circumstances (example: unforeseen national/world crisis or acts of God). Price adjustments will not be automatic. They must be mutually agreed upon by both the City and the vendor. The City will review the proposed pricing and determine if it is allowable, fair, reasonable, and in the best interest of the City to extend the agreement.
