Gateway Technical College (GTC) is seeking to enter into a contract for security equipment and support services at GTC's three campuses in Kenosha, Racine & Elkhorn and our centers in Kenosha, Sturtevant, and Burlington. Currently, GTC utilizes Genetec software to monitor both doors and cameras and to support its day-to-day security operations. The College is seeking proposals for installation and equipment related to ongoing repair and updates to our current camera and door access system that would complement existing campus-wide security efforts for the general safety of students, staff, guests, and to help protect the assets of the college from vandalism or theft. This would include the installation of new camera and door access equipment to expand and improve our current system as the need and opportunity arises and replace current equipment as it ages out. 1. Access Control Services and Equipment Suppliers must supply fobs for purchase that will be compatible with our system. Suppliers shall have partnership agreements/support agreements with third party suppliers and will troubleshoot those issues on behalf of GTC. Supplier will provide parts and labor needed to upgrade the door access system including all controllers and door hardware to the latest supported version as repairs or updates are made. 2. Security Camera Services and Equipment Supplier will provide parts and labor needed to upgrade the video surveillance system including all controllers and door hardware to the latest supported version as repairs or updates are made. The supplier will provide best practices for setting up Axis cameras for each family of models. 3. Response time Any replacement made must be the same make and model as the item being replaced unless directed otherwise by GTC. There shall be no charge for any equipment needed (rental or owned) for any supplier warranty work. GTC has the right to contract with another supplier for services if the supplier is unable to provide services for any reason. 4. Equipment GTC has Genetec Omnicast for the video security cameras and Genetec Synergis for the access control door controllers. GTC also has Axis video cameras and a mix of Mercury and Axis brand door controllers. GTC has 449 fob readers and 437 cameras across all of our buildings. 5. Customer Service Expectations and Quality Technicians shall be qualified and familiar with Mercury and Axis brand equipment. The supplier shall supply all tools and equipment required for the execution of the assigned work. All trade-related equipment, hand tools and power tools, normally supplied with the labor to complete the requested services are not reimbursed. The provision and use of this equipment shall be included in the labor rate. The supplier must maintain adequate stocks of parts and materials both on service vehicles and at local office locations to allow for the timely completion of assigned tasks. All equipment, parts and materials shall be provided and installed in accordance with Manufacturer Specifications, State, Local Building and Fire Codes. All equipment and materials provided must meet College specifications and approval. 6. Warranty Supplier shall warranty all work performed under this contract award for a period of five (5) years from the completion date of service provided. If during that five (5) year period of warranty, any part installed under the contract fails or does not function properly due to any fault in workmanship or installation, the supplier shall, under notice from the College, promptly proceed to repair or replace the faulty item at no cost to the College. One (1) year is the minimum material and equipment warranty period, if the manufacturer's warranty period exceeds this minimum the longer term will prevail. Any service or maintenance needed should be included within the scope of this warranty. 7. Hours of Operation GTC business hours shall be defined as 6:00 a.m. to 5:00 p.m., Monday through Friday, excluding holidays. GTC will pay the straight-time hourly rate for work performed during these hours. Emergency/holiday rates will be paid for work performed from 5:00 p.m.- 6:00 a.m. Monday - Friday and all day Saturday or Sunday or any of the following holidays: New Year's Day, Memorial Day, 4th of July, Labor Day, Thanksgiving, Christmas Day. The hourly rates shall include labor and travel time during the stated service hours. No other charges will be invoiced or paid by GTC (i.e. mileage, travel, tools, truck charges, per diem, meals, hotels, etc.). 8. Work Standards Suppliers shall ensure that all installations and repairs shall be concealed (or surface mounted with GTC approval) and be consistent with existing conditions. Any variations of these conditions must be approved by GTC prior to the work being started. If required, the supplier shall move equipment and/or furniture to perform the work. Any equipment, tools or materials owned by the supplier left on the job site are the supplier's responsibility. GTC does not take any responsibility for these items and their safety. As directed by GTC, the supplier shall coordinate the work with adjacent work and shall cooperate with all other trades so as to facilitate the general progress of the work. Interference with, or inconvenience to GTC operations shall be kept to a minimum. All exits, doors, passageways, and walks are to be kept in an unobstructed manner at all times. In no case will any supplier be permitted to prohibit or limit from the premises or work, any other supplier or their employees, or interfere with any other supplier in the execution or installation of their work.
9. Performance GTC reserves the right to require the supplier to remove and/or not to assign any employee GTC deems incompetent, careless, insubordinate, or otherwise objectionable to working on GTC jobs. 10. Site Restoration The supplier shall restore the job site to the satisfaction of GTC. Supplier shall repair all surfaces, such as wall patching and painting, when required and requested by GTC. The supplier shall repair all damage to new and existing equipment resulting from its work. When the job is complete, the supplier shall remove all tools, excess material and equipment, etc., from the site. The supplier shall clean up and remove all non-hazardous debris from the job site, on a daily basis, and dispose of all debris at a State of Wisconsin licensed solid waste landfill. The supplier shall not leave debris on GTC property, in GTC dumpsters, or in any non-supplier owned dumpster. The supplier shall not incinerate debris, and/or dump waste by/in the street or road. If debris could be identified as hazardous waste, the supplier must contact GTC's Director of Safety and Security at 262-564-2533 for proper hazardous waste disposal procedures. No item, material or component shall be salvaged by the supplier, its employees or any other party without the explicit consent of GTC.
