    The Transit Authority of Lexington-Fayette Urban County Government, herein referred to as Lextran is issuing this Request for Proposals (RFP) to award a competitive contract to a firm for security and access control services.

All questions, requests for clarification or comments concerning this RFP are due from proposers by end of day on Friday, March 20, 2026. Lextran’s response to questions will be provided as responses within the Q&A tab. For questions that require additional documentation or a change to the RFP document itself, Lextran will publish an addendum. Lextran intends to respond to questions as they come in, and responses will be provided no later than the question response date.

    Lextran may reject any submissions that are incomplete or non-responsive or submitted after the deadline. Lextran reserves the right to cancel or reissue this RFP, or to reject, in whole or in part, any and all submissions received in response to this RFP should Lextran determine that the responses received are unsatisfactory or that such cancellation or rejection is in the best interest of Lextran. Lextran further reserves the right to waive any minor technical deficiency or irregularity in a submission package. The determination of the selection criteria and the process for evaluating the proposal shall be in the sole and absolute discretion of Lextran. Lextran also reserves the right to require of each/any Proposer, information regarding financial responsibility and viability or such other information as Lextran determines is necessary to ascertain whether a proposal is in fact a responsible proposal.  

    Lextran reserves the right to publicly post bid tabulations containing vendor prices.

    Background

    Lextran, the Transit Authority of Lexington-Fayette Urban County Government, was established as it is known today in 1973 by the Commonwealth of Kentucky as a Mass Transportation Authority. Our mission “We serve people and our community with mobility solutions” is accomplished by focusing on three key pillars: Deliver high quality product and service, Demonstrate value to the community, and Manage and sustain resources.

    Lextran provides 3.7 million trips annually with service to residents and visitors of Lexington-Fayette County on 25 fixed routes, and county-wide paratransit seven days a week, 365 days a year. With an annual combined operating and capital budget of $48 million, Lextran operates from a LEED certified headquarters employing over 200 team members with a 118-vehicle fleet for both fixed route and paratransit, including compressed natural gas, zero emission battery electric, diesel and gasoline powered vehicles.

      Hello all - The purpose for this notice is to post a reminder that proposals for RFP 2026-02 are due in two weeks on April 29, 2026, at 2:00PM ET.

      Proposals must be submitted through the OpenGov portal prior to the 2:00 PM EST deadline time. We would like to advise that proposers submit well before the deadline as technical difficulties and/or issues with the website are not excusable instances for missing the deadline, and such proposals will not be accepted once the deadline has passed. All proposals remain sealed by the system until the deadline and are not accessible to Lextran staff before that time.

    Evaluation Criteria

    • Overall Value to Lextran, Including Cost of Service (35 pts)

      Evaluation will consider the total cost of services and the overall value offered to Lextran, including:

      • Hourly labor rates

      • Service call fees

      • Emergency response pricing

      • Transparency and completeness of pricing

      • Long term cost effectiveness

      • Value added services

      Lowest cost will not automatically receive the highest score. Value, clarity, and reasonableness of pricing will be considered.

    • Demonstration of Understanding of Lextran’s Needs (25 pts)

      Evaluation will consider the proposer’s demonstrated understanding of:

      • Lextran’s multi facility environment

      • Dual access control platforms

      • Surveillance system configuration and lifecycle considerations

      • Operational and emergency response requirements

      • Initial assessment expectations

      Proposals should clearly reflect an understanding of the scope and provide thoughtful, tailored responses rather than generic statements.

    • Firm Experience & Qualifications (25 pts)

      Evaluation will consider:

      • Experience providing similar services

      • Experience with transit agencies or comparable public entities

      • Experience with Keri, Acre, and Wisenet WAVE systems

      • Experience with commercial public address or 70 Volt paging systems

      • Qualifications and certifications of assigned personnel

      • Quality of references

      Greater weight may be given to firms demonstrating experience with similar sized multi site security environments.

    • Capacity, Responsiveness, and Account Management (15 pts)

      Evaluation will consider:

      • Demonstrated capacity to support the Lextran account

      • Availability of personnel and resources

      • Emergency response capability

      • Proposed account management structure

      • Identification of primary and backup contacts

      • Escalation procedures

    Questions & Answers

    Q (Demonstrations):

    A: Will Lextran be looking at demonstrations prior to awarding the contract? There are no demonstrations scheduled at this time, but demos made be added if the evaluation committee deems them necessary.


    Q (Walkthrough):

    A: Will there be a walkthrough before transfer? The first task for the successful proposer following contract execution will be to complete a walkthrough with Lextran and point out any areas of interest and updates.


    Q (Camera Standards):

    A: Will the cameras be required to follow the NDAA standard? Lextran does not currently have a camera standard. Proposers are welcome to make recommendations based on their experience and Lextran's needs as described in the Scope.


    Q (Walkthrough):

    A: Is a walkthrough only necessary if you win the bid? Yes, please reference question 2.


    Q (Maintenance and Monitoring):

    A: Are we bidding on maintenance and monitoring only? This RFP is not limited to maintenance and monitoring. The selected contractor will provide ongoing maintenance, repair, and support services, as well as installation, upgrades, and system improvements as needed. An initial system assessment with recommendations is also required. Monitoring services are not a primary requirement unless offered as a value-added service.


    Q (No subject): Will LexTran look at replacing the current access control equipment/software or open to a new platform?

    A: Lextran is not specifying a requirement to replace the existing access control systems or transition to a new platform. The selected contractor will be required to support the existing systems. Any recommendations for upgrades, replacements, or alternative platforms may be provided as part of the initial assessment and ongoing services, and will be evaluated based on operational needs and available funding.


    Q (No subject): For the ongoing maintenance would you want a comprehensive approach or billed per service ticket?

    A: Lextran is not specifying a specific pricing model for ongoing maintenance. Proposers should provide pricing in accordance with the provided Pricing Sheet. Lextran will evaluate proposals based on overall value, cost effectiveness, and alignment with the requirements outlined in the RFP.


    Q (Self-Manage): Would you be willing to consider a solution that enables you to self-manage your security camera and access control system?

    A: Lextran is open to solutions that enhance system usability and administrative control. However, proposers must ensure that any proposed solution supports the requirements outlined in the RFP and maintains or improves system reliability, security, and operational effectiveness.


    Q (Video Storage): Is Lextran mandated by policy to keep video storage on-site, or is a Hybrid-Cloud model acceptable?

    A: Lextran’s current system utilizes on-site video storage and there is no requirement at this time to transition to a hybrid or cloud-based solution. The selected contractor will be expected to support the existing system. Any recommendations for alternative storage architectures may be provided as part of the initial assessment and will be considered based on operational needs and available funding.


    Q (Bandwidth): What is the available upload bandwidth at both the Headquarters and Transit Center?

    A: Lextran Headquarters currently has approximately 1 Gbps upload and download bandwidth available. The Transit Center is served by a dedicated fiber connection with approximately 30 Mbps bandwidth.


    Q (AI Features): How much weight is given to proactive AI features vs. passive maintenance?

    A: If AI is presented in a proposal as a value-added feature, evaluators may take that information into account when scoring. However, the evaluation criteria does not directly address or request information relating to AI features, so proposals will not automatically be evaluated or have points assigned based on that type of feature.


    Q (Camera's): Coram.ai's solutions allow you to keep your current IP cameras and use them until they no longer function. Would this scalability be valuable to you and your team?

    A: Lextran intends to continue utilizing its existing camera infrastructure as part of this contract.
