Companies wishing to download plans must have a publicpurchase.com account. Only proposals submitted through the Public Purchase site and on State of Wyoming forms will be considered. It is the proposer's responsibility to review, through Public Purchase at www.publicpurchase.com for answers to questions, addenda, or bid tabulations. Telephone calls, emails, or faxes may not be accepted. A MANDATORY pre-proposal conference will be conducted at 10:00 a.m. MT on December 18, 2025, at the Wyoming Women's Center, 1000 W. Griffith Blvd., Lusk, Wyoming 82225. Bidding questions shall be submitted on the Public Purchase website by 3:00 p.m. MT on December 30, 2025. All questions will be answered and provided to all prospective bidders via answers on the Public Purchase website or in the form of a written addendum posted on Public Purchase by 3:00 p.m. MT on January 6, 2026. Questions received after 5:00 p.m. Mountain Time on December 30, 2025, will not be addressed. It is the Contractor's responsibility (not required) to add their company to the Plan Holders and Contractors List. If a bid is greater than $150,000, each bid is required to have a bid deposit in the amount of Ten Percent (10%) of the total bid, which shall be in the form of a bid bond, cashier's check, or certified check (a copy of a check will not be accepted) drawn on a reliable bank and made payable to the State of Wyoming (no personal checks will be accepted), or an electronic bid bond with Surety 2000. ONLY if you are submitting an original 10% bid bond or submitting a 10% cashier check, it MUST be received in the Procurement Office at: Wyoming State Construction Department, Procurement Office, 700 West 21st Street, Cheyenne, Wyoming 82002, by 1:00 p.m. January 14, 2026. A COPY OF THE 10% CASHIER CHECK WILL NOT BE ACCEPTED. If you are using Surety 2000, you will need to upload with your bid response documents a copy of the Surety 2000 document. Note: All bids must be signed and uploaded completely through the Public Purchase online bidding system no later than the 1:00 p.m. Mountain Time on the due date indicated in the document. If your submission has not completely uploaded by the 1:00 p.m. deadline, the Public Purchase system will lock and your response will be incomplete and deemed non-responsive and eliminated from the evaluation process.
