    It is the intent of these specifications to provide to prospective bidders the requirements for qualified, unarmed (no firearms) mechanical force; i.e. pepper spray security officer services required at the George J. Otlowski Sr. - Center for Mental Health Care, located at:  570 Lee Street, Perth Amboy, NJ  08861.

    Background

    The George J. Otlowski Sr. - Center for Mental Health Care provides individual and group psychotherapy, substance abuse treatment, and partial care programs to residents of Middlesex County.

    There are approximately one-hundred twenty (120) patients in the partial care program.  There are approximately two thousand-two hundred (2200) patients in the Outpatient Department.  There are over two hundred (200) patients seen daily. There are nine (9) floors within three (3) buildings totaling about 46,000 square feet.  There are seven (7) MD’s, two (2) nurses and approximately seventy (70) other professional and support staff.

    All prospective vendors shall provide with their proposal submittal, the names and qualifications of all key staff who will be engaged in this service and each person’s specific role.
