Nature of Project The Commissioners Court of Nueces County (hereinafter called the “County”) will accept sealed competitive proposals for Nueces County Security Services For Courthouse, Juvenile Justice Center And Keach Library in accordance with the Specifications and other Contract Documents prepared by the County. The intent of this Request for Proposals (herein after referred to as “RFP”) is to contract with a company that is licensed and capable to provide security services at the following County building locations: a) Nueces County Courthouse, 901 Leopard Street, Corpus Christi, Texas b) Juvenile Justice Center, 2310 Gollihar, Corpus Christi, Texas c) Keach Family Library, 1000 Terry Shamsie Blvd, Robstown, Texas. The contract is to furnish Nueces County with security services for a term of three (3) years beginning upon execution of a contract, with an option to renew for two (2) additional one (1) year terms if mutually acceptable to the Contractor and Nueces County. This contract may be terminated by either party for any reason by giving sixty (60) day written notice of intent to terminate. Such notice of termination shall be in writing and shall be effective on a date mutually agreed upon, but in no event more than sixty (60) days from date of written notice. In the event this contract expires before another contract is awarded, the Contractor shall extend the contract on a month-to-month basis by mutual agreement. Price Escalation/De-escalation Unit prices will remain firm for the initial three (3)-year term. Prices for renewal periods may be adjusted only at the start of each renewal period with ninety (90) days’ prior written notice. Price increases will be considered only with documented proof of escalated costs and are capped at five percent (5%). All requests are subject to review and approval by the Purchasing Agent and Commissioners Court. Prices remain unchanged until a fully executed contract modification is approved. Any billing at increased rates without approval is at the Contractor’s risk, and the County has no liability for such charges. Scope of Services The Scope of Services for this project is detailed fully in Attachment B - Scope of Services. Contract Administrator: Sheriff John Hooper, Nueces County Sheriff’s Office will serve as Contract Administrator. He has authority to oversee contract performance and address instances in which the Scope of Services is not satisfactorily fulfilled. Any employees removed from Nueces County sites may not be reassigned to County-operated or controlled facilities without prior written approval. Delivery of Proposal All forms in Proposal Packet and all requirements in Statement of Qualifications are to be completed, signed, dated and returned by the Due Date/Time shown above.
