A. General Scope1. The San Diego Unified Port District (District) requires security guard and security screening services and related administrative support for Port facilities and installations, and the marine cargo terminals and cruise ship passenger terminals to provide physical security management, access control, and safeguarding of assets and facilities. The purpose of this Request for Proposals (RFP) is to procure security services which provide physical security safeguards for District employees, tenants, customers, passengers, vessels and assets from loss, theft, damage, unauthorized use, criminal acts, sabotage, and terrorism. Under the services agreement resulting from this RFP, the Service Provider shall be required to provide security services for the Tenth Avenue Marine Terminal, B Street Pier and Broadway Pier Cruise Ship Terminal facilities, the Port Administration building and other off-terminal facilities as may be required by the District during the contract period. Guards, security screeners, camera operators, administrative support personnel and site supervisors performing work on the District's facilities shall have completed Maritime Transportation Security Act (MTSA) and Department of Homeland Security (DHS) approved security screener training commensurate to their assigned post. All security guards and personnel assigned to the District's terminals must hold a Transportation Worker Identification Credential (TWIC). Information concerning TWIC can be found on the Transportation Security Administration’s. web site: www.tsa.gov/twic. The District does not guarantee any minimum number of hours posts, personnel, or compensation. Services will include scheduled recurring posts along with as-needed services requested by the District.2. Service Model: Services under this contract consist of scheduled services and as-needed services. Scheduled services are the recurring fixed post assignments described in this Scope. As-needed services are intermittent services requested by the District due to operational needs, special events, emergency port calls, changes in security levels, or departmental requests.
