The Town of Nantucket ("Town"), through its Department of Public Works, invites qualified responders to submit bids for Septic System and Leachate Pumping, Hauling, Inspection, and Reporting Services. This Invitation for Bids ("IFB") is made in accordance with Massachusetts General Laws, Ch. 30B.
The Town of Nantucket is located within the County of Nantucket. The Town functions under a Town Manager/Select Board form of government. The Select Board operates under a Charter and enacts policies intended to promote and enhance the general welfare of the Town. In addition to customary municipal operations, the Town operates a skilled nursing facility, a public school system, two wastewater treatment facilities, a housing department, and a solid waste facility.
The Town of Nantucket is located 30 miles off the south coast of Cape Cod. It was settled in 1659 and incorporated in 1671. The Town has an annual year-round population of approximately 18,000 and up to 65,000 seasonal residents. The island is 14 miles in length and 3 1/2 miles wide. Nantucket is comprised of residential, commercial, and large tracts of undeveloped land, including a state forest. Transportation routes include a busy airport, a thriving seaport, and a locally maintained road system which includes urban, suburban and rural road systems.
This contract provides routine septic system services for facilities (public and residential) owned by the Town of Nantucket, including scheduled pump outs, proper disposal of sewage, and required annual inspections and reporting.
Workers' Compensation, covering the obligations of the CONTRACTOR in accordance with applicable Workers' Compensation or Benefits law.
SCOPE OF WORK
The Contractor shall provide all labor, equipment, materials, and supervision necessary to perform septic system pump-outs, annual inspections of septic tanks, maintenance of pump logs, and submission of required reports to the Town of Nantucket Department of Public Works (“DPW”).
Septic systems shall be serviced either:
The Contractor shall not perform any additional or unscheduled services without prior written authorization from the DPW Director or their designee.
The Contractor shall be responsible for the proper handling, transportation, and disposal of all septage in compliance with all applicable local, state, and federal laws and regulations. All work shall conform to Massachusetts Title 5 requirements, including the completion and filing of all required pumping and inspection records with the Nantucket Department of Health.
The Contractor shall maintain accurate and current pump logs and inspection records and shall provide such documentation to the DPW upon request or as otherwise required.
The Contractor shall designate emergency contact personnel and provide current contact information to the DPW Director or their designee. The Contractor shall be available to respond to urgent or emergency service requests promptly.
Commercial General Liability Insurance on an occurrence basis with a combined single limit of not less than $1 million. Coverage is to include premises and operations, coverage for liability of subcontractors. The policy shall contain an endorsement stating that the aggregate limits will apply separately to the work being performed under this Agreement.
The Contractor shall furnish all labor, equipment, materials, and supervision necessary to pump, transport, and deliver landfill leachate from the Town of Nantucket Department of Public Works Solid Waste Facility, located at 188 Madaket Road, to the Surfside Wastewater Treatment Plant (WWTP), located at 81 South Shore Road.
The Solid Waste Facility currently maintains two (2) leachate containment collection areas. Each area consists of two (2) siphoned frac tanks, with an approximate capacity of 21,000 gallons per tank, used to collect leachate generated from ongoing landfill operations.
The Contractor shall be responsible for removing leachate from the containment areas and transporting and discharging it at the Surfside WWTP. All work shall be performed in compliance with all applicable local, state, and federal laws and regulations.
Services shall be provided either on an on-call basis or on a regular schedule, as directed by the Town. Under a scheduled service arrangement, the Contractor shall remove approximately twelve thousand (12,000) gallons per week. The Town reserves the right to request additional pumping services as needed; such services shall be compensated at the unit rates established in the contract.
The Contractor shall clearly identify the capacity of all pumping and transport equipment proposed for use under this contract.
No tipping or disposal fees will be charged at the Surfside WWTP. However, the Contractor shall submit, with each invoice, documentation verifying the quantity of leachate delivered per load.
Automobile Liability Insurance of not less than $1 million combined single limit covering owned, hired and non-hired vehicle use.

Poor References may be a basis for determining that a bidder is not responsible.
