Overview The New York State Office of Addiction Services and Supports (NYS OASAS) announces the availability of funding for up to fifteen (15) NYS OASAS-funded Recovery Community and Outreach Centers (RCOCs) to expand their scope to include services for youth ages 12-17, in any county in Appendix C of the RFA. Programs will target youth ages 12-17 living within the community who are in need of recovery support services due to a substance use disorder and/or youth who are seeking a safe, drug-free environment who are not in recovery. Currently, there are only 20 NYS OASAS-funded Youth Clubhouses serving this population and there are 29 counties with neither a RCOC nor a Youth Clubhouse. Selected programs must identify and demonstrate a need within their community by conducting a needs assessment, which may incorporate existing assessments and data sources at the local, regional, state, and national level (e.g., community surveys, public health reports, census data), then include a plan to integrate the findings into program enhancements. Funding Available A total of up to $7.65M is available for up to two (2) years to provide youth recovery services by RCOCs. Funding is available for fifteen (15) awards at up to $225,000 annually each, with an additional $60,000 allowed in the first year for a vehicle. Awards are available for services provided in any county listed in Appendix C of the RFA. Funding may be used to support personnel, supervision, training, equipment, and program operations. This may include creating targeted spaces dedicated to youth services by modifying an existing space. Funds used for physical space (renovations, furnishing, utilities, storage, and other NYS OASAS-approved space modifications to ensure developmentally appropriate, separate, and safe environments) should not exceed 25% of the total contract value without justification and prior approval of OASAS. Funding may also be used for staff dedicated to youth services and an experienced supervisor who oversees these staff. Personnel do not have to be fully funded by this project, but this funding should support their work and the services provided. Funding may also be used for youth-specific supplies. Funding is NOT eligible for any adult programming, adult activities, and may NOT be combined with the RCOC’s existing budget. Funding is NOT eligible for out-of-state travel or any activity that is not appropriate for youth. Funding is NOT eligible for any family services that do not directly support the target population of youth, ages 12-17. OASAS reserves the right to increase the contract length at OASAS’s sole discretion. All funding is subject to the availability of State appropriations and compliance with NYS OASAS fiscal and programmatic requirements. Eligible Applicants Eligible applicants are not-for-profit organizations that currently have an NYS OASAS-funded Recovery Community and Outreach Center (RCOC), and the proposed location for youth expansion services is in at least one of the counties listed in Appendix C of the RFA. The proposed location for youth services can be the same as the existing RCOC or at a satellite location. For-profit organizations, Local Governmental Units (LGUs), or NYS OASAS Youth Clubhouses are not eligible for award.
