Justification for single source acquisition:

Perfection Learning Corporation is the sole source or origin and copyright owner for the Connections Reading program which is required to be implemented according to the Florida Department of Education guidelines for curriculum adoption for state schools, of which Florida School for the Deaf and Blind is one.  There is no other publisher or provider of these curriculum materials.
