    Description

    Summary

The FDLRS Administration Project seeks to renew its D2L Brightspace Learning Management System, which supports statewide delivery and management of online Professional Learning Alternatives courses for the Bureau of Exceptional Education and Student Services Portal.
D2L enables FDLRS to deliver courses, monitor participant progress, track grades and engagement, and manage quizzes, discussions, and assignments. Renewing the system will ensure uninterrupted professional learning opportunities for educators across Florida.
Brief Description: Renewal of the D2L Brightspace Learning Management System for statewide delivery and management of FDLRS Professional Learning Alternatives courses.
Estimated Value: Approximately $16,767 per year; total estimated contract value is $54,000.
Term: Three years, with two optional one-year renewals.
    Vendor: D2L Ltd.
Justification: FDLRS has used D2L since 2003, developing course content, administrative systems, integrations, and participant records within the platform. The current system is not compatible with other learning management systems. Switching providers would require significant redevelopment, data migration, security integration, course conversion, and statewide retraining, leading to potential service disruptions and increased costs. Continuing with D2L remains the most efficient, cost-effective, and operationally sound choice.
