      Construction of the passive recreational community park adhering to the engineering designs and comply with all secured state/federal permits.  All dredging and pier/kayak work must be provided by a Maryland Department of the Environment approved Maryland Marine Contractor License.

      At a minimum, the Contractor shall carry the Statutory Limits of Workers’ Compensation Insurance required under the laws of the State of Maryland, and Employer’s Liability Insurance with limits of at least $500,000 per accident for Bodily Injury by Accident and $500,000 policy limit/$500,000 each employee for Bodily Injury by Disease.

    • STATEMENT OF WORK

      The Work consist of the following items:

      • Installation of a boat ramp
      • Installation of a kayak launch
      • Installation of access roads and parking areas
      • Dredging ramp area.

      The Contractor shall be responsible to have a full and complete understanding of all the relevant studies and permits and comply with applicable local, State, and Federal codes, standards, and requirements. 

    • AUTOMOBILE LIABILITY INSURANCE

      The Contractor shall purchase and maintain during the life of this Contract, the proper amount of comprehensive automobile liability insurance in the amount of no less than $1,000,000 per accident for each owned, non-owned, and hired vehicle that is used in any way to complete the Work, as required under the laws of the State of Maryland whether vehicle is registered in Maryland or not.

    • Late Bids

      Bids arriving after the time and date designated for the bid submission shown in the Timeline will NOT be accepted.

    • BUILDER’S RISK INSURANCE

      The Contractor shall take out, and pay all premiums and deductibles for a Contract specific Builder’s Risk Insurance policy, to include coverage of fire, vandalism and malicious mischief upon the Work, with limits to one hundred percent (100%) of the insurable value thereof, including items of labor and materials connected therewith, materials in place or to be used as part of the permanent construction, including temporary structures, miscellaneous materials and supplies incident to the Work during term of the Contract or course of construction. If the Builder’s Risk Policy does not cover materials onsite that have not yet been installed, Contractor shall also provide an Installation Floater. Contractor shall comply with any requirements in the Policy for project reports by the Contractor to the insurance company. The Builder’s Risk Policy shall be endorsed: (i) waiving the insurance company’s rights of recovery under subrogation against all insureds and additional insureds on the policy; (ii) to make the County a Loss Payee for all claims; and (iii) to delete any provisions that void coverage with respect to the County for acts or omissions of the Contractor or any other party. Contractor shall provide a Certificate of Insurance with the Commissioners of St. Mary’s County named as additional insured.

    • GENERAL SERVICES

       The Work to be done under this Contract includes, but is not limited to, furnishing all plant, labor, materials, tools, equipment, superintendence, transportation and performing all work strictly in accordance with these Specifications and Drawings.

      1. The Work shall be done under Contract to the County and under the supervision of the COTR.
      2. The Work shall be complete in all its parts and ready for use in the time specified and in strict accordance with the terms and conditions of this Contract.  Any deviation shall be subject to the approval of the Contracting Officer.
      3. The Contractor shall follow the requirements of all the permits issued for the proposed construction.
      4. The Contractor shall assume all responsibility for the Project and construction site until accepted by the County.
      5. The Contractor shall be prepared to execute a finished Project in every particular detail without any extra charge, unless specifically provided for within the Contract.
    • Bid Submittals

      Bidders are required to bid all items of this Solicitation. All bids shall include, at a minimum:

      • Bid Surety: Bid Bond valued at 5% of the bid amount
      • Signed Contract Form
      • Completed Price Proposal
      • Representations and Certifications Form 
      • Vendor Information Form with signed IRS Form W-9
      • Bidder’s Reference Sheet 
      • St. Mary’s County Government Sub Contractors List (if applicable)
    • PROJECT SITE

      The project site is located entirely in the Resource Conservation Area (RCA) and a portion of the project site is in the 200-foot Critical Area Buffer. The kayak launch will be located on the western side of the property, which fronts a tidal pond called Roslin Creek. The boat ramp will be located on the south side of the beach area.

      1. The Contractor, before submitting a proposal for this Project, shall visit the construction site (either after the pre-bid meeting or on their own) and thoroughly familiarize themselves with all existing conditions.
      2. The Contractor shall satisfy themselves as to the accuracy and completeness of these Specifications and Project Drawings regarding the nature and extent of all Work described.
      3. The Contractor shall use the horizontal and vertical survey control points shown on the Contract Drawings to layout the lines of work, stakeout the location of all proposed structures, and verify the levels of all construction elements.
      4. Should there be any discrepancies between Drawings, and/or field conditions after bidding and prior to the beginning of Work, the Contractor shall bring such discrepancies to the attention of the applicable COTR, at the Work pre-construction conference.
    • COMMERCIAL GENERAL LIABILITY REQUIREMENTS

      The Contractor shall purchase and maintain during the life of this Contract the following Commercial General Liability insurance coverage to include all Subcontractors with limits no less than:

      1. $2,000,000.00 Annual Aggregate
      2. $1,000,000.00 Per Occurrence
      3. $1,000,000.00 Products and Completed Operations.
      4. $1,000,000.00 Personal and Advertising Injury.
    • UMBRELLA LIABILITY COVERAGE

      $2,000,000.00 Per Occurrence

    • Bid Opening Abstract

      St. Mary’s County Office of Procurement will provide a Bid Opening Abstract to interested parties who request one at tory.digregorio@stmaryscountymd.gov following a public Bid Opening. An Official Bid Tally may be requested, in writing, and will be provided following the completion of the Procurement process.  No Information will be provided verbally.

    • SUBCONTRACTOR INSURANCE REQUIREMENTS

      The Contractor shall also require all first-tier Subcontractors who will perform work under this Contract to procure and maintain Maryland statutory limits of Workers’ Compensation insurance. The Contractor shall furnish the Contracting Officer’s Representative satisfactory evidence of Subcontractors' Insurance PRIOR to the Subcontractor starting work.

    • ADDITIONAL INSURED – THIRD PARTY PROPERTY OWNERS

      The State of Maryland shall be named as an additional insured for Commercial General Liability and Automobile Liability Coverage.

    • Contract Agreement

      The Solicitation and all ancillary documents, exhibits, drawings, specifications, etc., in conjunction with the accepted bid, proposal forms, affidavits and attachments shall become the Contract agreement between Contractor and St. Mary’s County Government.
