Solicitation of Interest No. 015 The New York State Office of Court Administration, on behalf of the NYS Court Officers Academy Seeking Qualified Vendor Interest for Firearms Training Range Rental (NYC) This Solicitation of Interest (SOI) is not a formal procurement. Rather the SOI is being conducted as market research to gauge interest from potential vendors and to determine capabilities within the market to satisfy the Unified Court System’s form, function, and utility needs for of the goods or services described below. Information gleaned may inform the development of future procurements. Purpose A firearms training range with classroom and amenities space for use by New York State Unified Court System uniformed and non-uniformed peace officers assigned within the NYC-Metro area. Minimum Facility Requirements 1. Location a. Located within the five (5) counties of the New York City Metro area: Bronx, Kings, New York, Queens, Richmond. b. Accessible by public transportation c. Compliance with NYPD, FDNY, and NYC Building Department codes and requirements 2. Availability Available for exclusive UCS use for a minimum of one hundred and sixty-five (165) days per year: a. Five (5) days a week, Monday through Friday, from the hours of 8:00 a.m. to 6:00 p.m. b. Priority use, upon request, for up to ten (10) Saturdays per year. 3. Range Environment a. Heated, air-conditioned and well-ventilated b. Separate ventilated area for firearms cleaning and maintenance c. Central control area with speaker amplification system and control panel for lights & sirens d. Centrally located, bulletin board for diagram and official notice display Shooting Position Quantity a. At least twenty (20) with electronic target carriers controllable from central station or individual position. Shooting Position Accommodations a. A minimum of fifteen (15) yards in length from shooting position to bullet trap. b. Allow for both barricade and kneeling position shooting, with removable shelf/rest at each position c. Allow for metal plates d. Bullet trap must allow ammunition for i. multiple-caliber, jacketed; and ii. 12-gauge shotgun e. Ability to retain and dispose of all spent bullet casings. 4. Classroom a. Movable chairs and tables with a minimum seating capacity of fifty (50) people b. Equipped with dry erase board, projection screen c. Adequate electrical capacity for the use of audio-visual equipment 5. Exclusive Use Amenities a. Separate male and female bathroom facilities with hot and cold running water b. Standard size refrigerator c. Private room/locker room facility for a minimum of twenty-eight (28) people d. Locked storage space for firearms, range accessories, and ammunition e. Locked storage space for storage of lead-contaminated range uniforms until removal by authorized cleaning vendor f.
