Under contract with New York State Thruway Authority, Henningson, Durham & Richardson Architecture and Engineering, P.C. (HDR) is seeking to retain a Subcontractor to provide Pavement Coring, Soil Boring and associated WZTC on I-87/I-287, Westchester County in the State of New York under Contract D214999. The selected Subcontractor will be required to provide all labor, materials, machinery, tools, and equipment for the Soil Boring, Pavement Coring and Associated WZTC Services on I-87/I-287 between MP 0.0 and MP 13.0 in Westchester County, NY. These required services will assist Henningson, Durham & Richardson Architecture and Engineering, P.C. (HDR) and New York State Thruway Authority (NYSDOT) personnel, or their authorized designee, with the design of pavement rehabilitation within the above limits. Work shall be performed as described and in accordance with the Manual of Uniform Traffic Control Devices. Required Experience: As the safety of human lives is at risk, the Subcontractor shall have a minimum of five (5) years documented experience in the performance of traffic control. Additionally, all flag persons shall have had a minimum of six (6) months of documented experience in traffic control. All Subcontractors’ personnel assigned to this work shall have current flagger certification necessary to perform the work, must be able to communicate in a clear and effective manner and be familiar with the MUTCD manual. The project duration is from the beginning of the Subcontract (anticipated in June 2026) until September 2026. It should be noted that the majority of the work will be performed from June through September. The number of workdays required per crew to provide Pavement Coring, Soil Boring and WZTC will vary from zero to five (0 to 5) days. No work will be necessary during weekends. Henningson, Durham & Richardson Architecture and Engineering, P.C. (HDR) has a Prime Contract with the NYSTA, Contract No. D214999. All applicable provisions of the Prime Contract apply to the Subcontract. Henningson, Durham & Richardson Architecture and Engineering, P.C. (HDR) reserves the right to reject any and all bids, to waive any and all informalities, to invite for new bid proposals and to disregard all nonconforming, non-responsive or conditional bids. Insurance: Insurance requirements are as follows and shall be in accordance with the specifications in the Bid Documents: Policies of Bodily Injury Liability and Property Damage Liability Insurance; Policies of Automobile and Truck Insurance; Workmen’s Compensation Insurance; All Subcontractor’s. Permits: The Subcontractor is responsible for procuring all permits necessary to perform work, including, but not limited to: entry and temporary lane closure permits. As noted previously, proposals must be received at the offices of Henningson, Durham & Richardson Architecture and Engineering, P.C. (HDR), 711 Westchester Ave. Suite 103, White Plains, New York, 10604 no later than 1:00 PM on Thursday, May 14, 2026. Proposals received after the deadline will be returned to the bidder unopened. The Bids will be opened as soon as possible after 1:00 PM on Thursday, May 14, 2026 and read out loud in the offices of Henningson, Durham & Richardson Architecture and Engineering, P.C. (HDR), 711 Westchester Ave. Suite 103, White Plains, New York, 10604 by Mr. Matthew Weeks, matthew.weeks@hdrinc.com. A representative of NYSTA may be present. Attendance by a representative from each of the prospective bidders is encouraged but not mandatory. The Award of the Contract will be made within 30 calendar days after receipt of Bids, subject to final approval of NYSTA. A tabulation of the Bids will be provided to all Bidders by email.
