    Description

    The County of Solano, Department of Health and Social Services, hereinafter referred to as the "County", is seeking proposals from a qualified proposer(s) for an interim shelter model that provides both immediate access and time-limited stabilization through a combination of short-term, drop-in shelter beds and longer-term interim housing placements of approximately 90 to 120 days. Programs should be designed to support flexibility and internal transitions, including the ability for individuals initially accessing short-term shelter to transition into longer-term interim placements based on assessed need and bed availability.

    The program must primarily serve adults and older adults (ages 18 and over) with Serious Mental Illness who are experiencing homelessness, are at risk of homelessness, or are transitioning from institutional settings. Proposers may also elect to serve additional populations as a program enhancement, including parents or families with minor children who meet the same eligibility criteria and adult couples seeking to be sheltered together. While not required, the ability to effectively incorporate these populations will be considered a competitive advantage during proposal evaluation.

    Program design should reflect the unique needs of the population served, emphasize cost efficiency, and support the delivery of wrap-around or day services. The County is open to a range of facility configurations, including larger congregate settings, smaller-scale or single-family home–style environments, or other innovative models, provided the design promotes safety, stability, and effective service delivery. The County may fund one or multiple proposals, individually or in combination, to achieve a total capacity of up to 50 beds.

    Background

    In March 2024, California voters approved Proposition 1, the Behavioral Health Services Act (BHSA), which modernizes the Mental Health Services Act (MHSA) to better respond to current behavioral health system needs. BHSA expands eligible populations to include individuals with Substance Use Disorders (SUD), prioritizes services for individuals with Serious Mental Illness (SMI), and establishes a more structured framework for accountability, outcomes, and service delivery.

    BHSA is guided by core principles that include sustained investments in housing interventions, workforce development, prevention and early intervention, and innovative and pilot programs. Beginning in Fiscal Year 2026-2027, counties are required to allocate 30 percent of BHSA funding to housing interventions serving individuals with the most significant behavioral health needs who are experiencing homelessness or at risk of homelessness. Of this housing allocation, no less than 50 percent must be prioritized for individuals experiencing chronic homelessness. This RFP is intended to support the County’s compliance with these housing requirements while expanding urgently needed interim shelter capacity for high-need populations.

    The County conducts a comprehensive Community Program Planning (CPP) process to assess the behavioral health system of care, engage community stakeholders, and identify service gaps and priority needs. Through this process, the County has identified a continued need for interim housing and shelter options that are specifically designed to serve adults with SMI who are experiencing homelessness or transitioning from institutional settings.

      3. Has the proposer demonstrated that it understands the deliverables the County expects it to provide?

      Has the proposer demonstrated that it understands the County’s time schedule and can meet it?

    • Budget/Cost (10 pts)

      An assessment will be made of the following:

      1. Reasonableness (i.e., does the proposed pricing accurately reflect the proposer's effort to meet requirements and objectives?).
      2. Realism (i.e., is the proposed cost appropriate to the nature of the products and services to be provided?); and
      3. Affordability (i.e., the ability of the County to finance <the equipment/system and/or services>).

      The County will select the proposal that presents the best value and is most advantageous to the County and the public. Accordingly, the County may not necessarily award the proposer with the lowest price proposal if doing so would not be in the overall best interest of the County.

    • Implementation Plan - Use this criterion only if the need for an implementation plan and schedule have been described in the specific requirements. (10 pts)

      An evaluation will be made of the likelihood that Proposer’s implementation plan and schedule will meet the County’s schedule.  Additional credit will be given for the identification and planning for mitigation of schedule risks which Proposer(s) believes may adversely affect any portion of the County’s schedule.

    • Optional Program Enhancements: Part 1 (10 pts)

      Shelter Configuration & Accessibility 

      Proposers may receive bonus points for shelter configurations that exceed minimum accessibility and safety requirements and demonstrate inclusive design for individuals with mobility limitations, disabilities, or other functional impairments. 

      A. Examples of eligible enhancements include, but are not limited to: 

      B. Avoidance of bunk beds in favor of single-level beds or cots 

      C. Provision of clear floor space and accessible circulation paths 

      D. Sleeping arrangements that support individuals using mobility devices 

      E. Layouts that reduce fall risk and support ease of staff assistance 

      F. Design features that enhance dignity, safety, and independence 

      G. Accommodation of individuals with disabilities and compliance with the Americans with Disabilities Act (ADA) are required and will not be scored as bonus points. Bonus points apply only to features that exceed minimum legal and regulatory requirements. 

       

      Pets & Service Animal Accommodations 

      Optional program enhancements related to accommodating service and companion animals (pets) and providing enhanced supports for individuals with service animals. These enhancements are intended to reduce barriers to shelter access, improve engagement, and promote dignity and safety for program participants. 

      Proposers may receive bonus points for demonstrating practices that exceed minimum legal requirements and operationally support individuals with pets or service animals. This can include, but is not limited to the following: 

      A. Allowance of service animals within the interim housing facility or opportunity for service animals to be in co-located designated areas.  

      B. Sleeping arrangements minimize separation 

      C. Pet supplies and service linkage is provided 

      D. Designate service animal relief areas

      E. Written policies and procedures that support trauma-informed accommodation 

      F. Proposers seeking bonus points under this attachment shall describe: 

      G. The specific enhancements offered 

      H. How these enhancements will be operationalized 

      I. Any physical space considerations 

      J. Staffing, training, or partnerships supporting implementation

    • Interview/Presentation/Demonstration (100 pts)

      B. The oral interview may include responding to standard and specific questions from the CSC regarding the Proposer (s) proposal.  The scoring may be revised based on the oral interview.

      Proposers must submit a detailed Program Narrative describing how the proposed interim shelter will meet the requirements of this RFP. The narrative must address, at a minimum, the following components:

      1. Program Overview
        1. Name and description of the proposed program
        2. Description of how the program meets the needs of the target population. 
        3. Description of facility type, bed configuration, and dual-model length of stay (drop-in and 90–120-day placements). 
        4. Description of how the proposed program will operate at a capacity of up to 50 participants at any given time, including proposed bed configuration, staffing coverage, and participant flow between short-term drop-in shelter and longer-term interim placements.
      1. Service Delivery Model 
        1. Description of core services and interventions. 
        2. Intake, eligibility screening, and discharge planning processes. 
        3. Assertive engagement strategies and zero-exclusion approach. 
        4. Approach to maintaining high bed utilization rates. 
        5. Staffing Plan demonstrating sufficient staffing levels, coverage, and supervision to safely and effectively operate an interim shelter serving up to 50 participants at any given time. 
        6. Current Health and Safety Policies and Procedures, including but not limited to: 
          1. General health and safety policies applicable to shelter operations. 
          2. Infection control and environmental health procedures. 
          3. Bed bug and pest management procedures, including prevention, response, and mitigation protocols.
      2. Clinical Service Delivery and Documentation Capacity: Describe the capacity and readiness to deliver and document Specialty Mental Health Services and, where applicable, Medi-Cal CalAIM services in a compliant manner. Proposers must address their approach to achieving and maintaining compliance regardless of prior experience providing or billing for these services, including the following:
        1. Processes for documenting Specialty Mental Health Services and CalAIM services in accordance with County, DHCS, and Medi-Cal requirements.
        2. Staffing roles, supervision, and training plans to support accurate and timely clinical documentation.
        3. Readiness to adopt required documentation standards, workflows, and timelines, including use of the County-designated electronic health record system when applicable.
        4. Quality assurance processes to ensure documentation integrity, compliance, and continuous improvement.
        5. Implementation approach for delivering and documenting Specialty Mental Health Services and CalAIM services, including training, technical assistance, and timelines for achieving compliance during the initial phase of the contract, particularly where prior experience is limited or not present. 
      3. If proposing to operate only one program component (short-term emergency shelter or longer-term interim housing), clearly identify which component is proposed and describe how the program will integrate with the complementary component operated by another provider, if applicable.
      4. Housing Navigation and Transitions 
        1. Description of Housing Navigation services, document readiness, and transition planning. 
        2. Integration of CalAIM Community Supports and Transitional Rent, as applicable. 
      5. Coordinated Entry System Participation 
        1. Plan to function as a CES access point for interim shelter participants, including staffing and training.

        1. Plan to meet linguistic and cultural needs of Solano County residents.

        3. Recruitment and retention of bicultural and bilingual staff.

      7. Evidence-Based and Best Practices

    • Qualifications and Experience: (required)

      Proposers must demonstrate the organizational capacity, experience, and infrastructure necessary to operate an interim shelter program serving adults with Serious Mental Illness and complex needs. At a minimum, Proposers must address the following:

      1. Organizational Background and Experience
        1. Brief description of organizational history and years of experience providing interim housing, shelter, and/or behavioral health services
        2. Experience operating low-barrier interim shelter or housing programs utilizing Housing First and Harm Reduction principles
        3. Experience serving individuals experiencing homelessness, chronic homelessness, or transitioning from institutional or carceral settings
        4. Experience coordinating care with behavioral health providers, hospitals, crisis systems, law enforcement, justice partners, managed care plans, and community-based organizations
        5. Experience with Medi-Cal billing, including Specialty Mental Health Services, Enhanced Care Management, Community Supports, and fee-for-service reimbursement, as applicable
        6. Health Information Systems and Documentation Capacity
          Proposers must demonstrate the ability to document Specialty Mental Health Services and, where applicable, CalAIM services in a compliant manner. Proposers shall either:
          1. Maintain their own electronic health record (EHR) system that meets all applicable documentation, security, and billing requirements; or
          2. Demonstrate willingness and capacity to document required Specialty Mental Health Services and CalAIM services within the County’s designated EHR system, in accordance with County workflows, timelines, and training requirements.
          3. Proposers must describe their current documentation systems, staff training processes, and experience supporting Medi-Cal Specialty Mental Health Services and CalAIM-related documentation.

      Proposers must submit a detailed Staffing and Training Plan that demonstrates the organizational capacity to operate the interim housing program and deliver required Specialty Mental Health Services (SMHS) and, where applicable, CalAIM services in compliance with DHCS and Medi-Cal requirements.

      At a minimum, the Staffing and Training Plan must address the following:

      1. Staffing Structure, Roles, and Qualifications
        A clear organizational chart and description of all proposed positions, including clinical, case management, peer, supervisory, and administrative roles. Proposers must specify staff qualifications, licensure status, certifications, and scope of practice relevant to assigned duties.
      2. Medi-Cal Credentialing and Scope-of-Practice Compliance
        Description of how proposed staffing will meet DHCS and Medi-Cal requirements for delivery and billing of Specialty Mental Health Services, including but not limited to licensed or waivered clinicians, qualified mental health staff, Targeted Case Management requirements, and certified Peer Support Specialists. If not currently certified as a Medi-Cal SMHS provider, proposers must outline their plan to achieve certification and meet billing compliance standards within the initial phase of the contract. The County will provide technical assistance to support this process.
      3. Supervision Model and Documentation Oversight
        Description of supervision structure, including clinical supervision for licensed and unlicensed staff, oversight of documentation integrity, and processes to ensure compliance with County Behavioral Health Plan, DHCS, and Medi-Cal standards.
      4. Recruitment and Retention Strategies
        Plan to recruit and retain qualified clinical, peer, and support staff, including strategies to maintain workforce stability in a high-acuity, interim housing setting.
      5. Required Training Plan
        Description of required onboarding and ongoing training, including but not limited to Housing First, Harm Reduction, trauma-informed care, de-escalation, crisis intervention, cultural responsiveness, mandated reporting, Medi-Cal documentation standards, and service delivery to individuals with serious mental illness, co-occurring disorders, and justice system involvement.
      6. Identification of Key Personnel
        Identification of key leadership and clinical personnel committed to the duration of the contract, including roles critical to program implementation, compliance, and quality oversight.

      Proposer shall provide a description of how each task of the project will be conducted, this shall include identification of deliverables for each task and a schedule. The work plan should be in sufficient detail to demonstrate a clear understanding of the project. The schedule should show the expected sequence of tasks and include durations for the performance of each task, milestones, submittal dates and review periods for each submittal. Discuss the approach for completing the requested services for the project on schedule. The project is expected to commence no later than ASAP and all public meetings, draft and final documents fully completed by June 30, 2027.

      The amount budgeted for this contract is estimated at a value not to exceed 1,200,000.00 for the duration of the contract.  The proposed budget shall include the following:

      Proposers must submit a detailed budget aligned with the proposed staffing plan and service model. Budgets must clearly distinguish:

        1. BHSA-eligible operating and service expenses
        2. CalAIM Recuperative Care, Short-Term Post-Hospitalization or Transitional Rent reimbursement, when applicable
        3. Fee-for-service billing and managed care plan reimbursement, as applicable
        4. Clearly demonstrate how staffing, operating costs, and services are scaled to support a capacity of up to 50 participants at any given time.
        5. Staffing classifications aligned with Medi-Cal billing categories

      The Proposer shall provide the following documentation of sufficient financial strength and resources to provide the scope of services as required:

      1. The Proposer’s most recent independent audited financial statements for a fiscal year ended within the last 36 months.
      2. In lieu of audited financial statements, the County may accept, on a case-by-case basis,
        • a current written bank reference, in the form of a standard business letter, indicating that the Proposer’s business relationship with the financial institution is in positive standing; or 
        • Documentation disclosing the amount of cash flows from operating activities for the Proposer’s most current operating period. Said documentation must indicate whether the cash flows are positive or negative, and, if the cash flows for the most recent operating period are negative, the documentation must include a detailed explanation of the factors contributing to the negative cash flows.

      Right of Rejection

      The County reserves the right to reject any and all proposals, or to cancel this RFP in part or in its entirety.

      The County reserves the right to waive any variances in proposals provided such action is in the best interest of the County.

      The County reserves the right to amend this RFP at any time.  The County also reserves the right to cancel or reissue the RFP at its sole discretion. 

      Any proposal received which does not meet the stated pre-requisites of this RFP for Solano County Behavioral Health Interim Housing Placement, may be considered to be non-responsive, and may be rejected. The County may reject any proposal that does not comply with all of the terms, conditions, and performance requirements as stated within the RFP.

      To cancel any award and re-solicit proposals for services herein specified due to the increased or added costs, if in its opinion increased prices are greater than those of the general market.

      To cancel any award and re-solicit bids in the event services cannot commence with ten (10) days after the specified date for start of work.

      Public works reforms (SB 854) were signed into law on June 20, 2014. The reforms made several significant changes to the administration and enforcement of prevailing wage requirements by the Department of Industrial Relations (DIR). Among other things, SB 854 established a public works contractor registration program to replace prior Compliance Monitoring Unit (CMU) and Labor Compliance Program (LCP) requirements for bond-funded and other specified public works projects. The fees collected through the program established by SB 854 are used to fund DIR’s public works activities.
