    Description

    The City University of New York (“CUNY” or the “University”), on behalf of College of Staten Island (“CSI”or the “College”), seeks the services of a waste hauling company to provide all equipment and labor necessary to provide roll-off refuse and recycling containers and provide scheduled pick-up of refuse and recyclable materials in accordance with the specifications attached to this Invitation for Bids. The Contractor will furnish, deliver, maintain, and provide hauling (the “Services”) over the term of the awarded Contract, up to the total number of on-site containers specified (unless amended by the College) and maintain reserve containers as required in the specifications. The Contractor shall comply with all requisite city, state, and local laws regarding the disposal and recycling, and all such compliance shall be vested solely with the Contractor. Prospective Bidders are further advised that this solicitation is subject to the Prevailing Wage requirements set forth under NYS Labor Law Article 9, Sections 230-239. An optional Pre-Bid Conference has been scheduled for this solicitation on July 20, 2026 at 11 AM. Prospective Bidders will have the opportunity to view the worksite and ask any questions prior to submitting a bid response. If your organization is interested in attending this Conference, please send an RSVP to the Designated Contact by no later than July 17, 2026 at 4 PM, the business day preceding the Conference. Attendees must confirm their attendance to coordinate a visitor parking pass on the campus. Prospective Bidders are advised that the College of Staten Island Business Office will be closed on Fridays through August 14, 2026. Proposers intending to deliver a Bid in person or via courier are advised to plan accordingly. Please submit any questions regarding this IFB by no later than July 22, 2026 at 4 PM EST. Bidders are advised to read all sections of this IFB document carefully, with emphasis on all terms and conditions. By tendering a response to this solicitation, each Bidder agrees that it accepts all terms and conditions in the package without exception. If a Bidder requires clarification on, or seeks to propose an exception to, any of the terms and conditions contained in this IFB solicitation package, then Bidder must make any and all such requests in writing as part of a submission of written questions prior to the Question Deadline listed above, or as may be amended by an Addendum. Requests for revisions or exceptions will be evaluated on a case-by-case basis, and determinations will be published in an addendum to the IFB. Bidders are not to rely upon an exception agreed to for a prior contract award to govern the terms of this solicitation – all proposed exceptions must be introduced and incorporated via addendum issued specifically for this solicitation. A Bidder who submits requests for changes to the contract terms to the solicitation after the Questions Deadline may result in the Bidder's submittal being deemed non-responsive by the University and not considered for contract award. For the avoidance of doubt, the University will not consider any requests to revise the contract terms after the Bid Submission Deadline, and the University will not consider any requests to revise the contract terms after tentative Contract Award. Bidders are further advised to ensure that their sealed bid clearly lists: (a) the Bidder's Legal Name; (b) the College's address with the specified Delivery Location: "Building 3A, Room 102"; and (c) the Bid Solicitation Number and Description - "IFB CSI-2609, Solid Waste Roll-Off and Recycling Container Services" on the front of the package. The College is not responsible for Bids that do not reach the Bid Submission Location or that cannot be properly sorted.
