All documents, specifications and solicitation details are available at no cost electronically at PennBid – https://pennbid.bonfirehub.com Proposers will be requested to register with PennBid.A non-mandatory Pre-Proposal Meeting will be held at the BARTA Transportation Center, 701 Franklin Street (8th and Cherry Streets, FYI 7th Street are the railroad tracks), Reading, PA 19602, on Friday, May 1, 2026, beginning at 11:00 a.m. An opportunity to review the RFP specifications and inspect the facility will be provided as part of the Pre-Proposal Meeting.All proposals and contracts are subject to all applicable state and federal laws and to a financial assistance contract between the South Central Transit Authority, the County of Berks, the Pennsylvania Department of Transportation and the U.S. Department of Transportation Federal Transit Administration.Contractors and subcontractors will be required to comply with all applicable Non-Discrimination, Non-Collusion, Contractor Integrity, Lobbying and Debarment laws and regulations and to certify they are not on the Comptroller General's list of ineligible contractors.SCTA encourages disadvantaged business enterprise (DBE) participation. DBE's shall be afforded full consideration of their response and will not be subject to discrimination.
