Work under the Alternative Bid (if any) may be authorized, if it is determined at the sole discretion of the City, that work under the Alternative Bid is within the City's available budget. All bidders shall further understand that the City reserves the right to reject all bids. All Bids shall be in accordance with the "Invitation to Bidders" and "Instructions to Bidders".
