    Description

    The New York State Department of Transportation (NYSDOT) is assisting JMT of New York, Inc. (JMT) in the selection and retention of Subcontractors, to provide Special Access Assistance at Various Bridge Inspection Sites in NYSDOT Region 2, under Contract No. D042088, PIN 2B26.02 2026 – 2029 Biennial and Interim Bridge Inspections, Region 2, in counties of Fulton, Hamilton, Herkimer, Madison, Montgomery and Oneida. The selected Subcontractors will be required to provide all labor, materials, machinery, tools, and access equipment for the Special Access for the period from Spring 2026-Spring 2028. The required Special Access will assist JMTand NYSDOT personnel or their authorized designees with the inspection of said bridges. Work shall be performed as described and in accordance with the requirements of these Specifications.  Required Experience: As the safety of human lives is at risk, the Subcontractors shall have had a minimum of five (5) years documented experience in the safe operation of special access inspection and skiff support services as well as certification of training on said equipment.   All Subcontractors’ personnel assigned to this work shall have current certifications necessary to perform the work and must be able to communicate in a clear and effective manner. The Subcontractors shall be solely responsible for providing all materials and equipment required for the operation of the aerial lift equipment at each bridge site during the period of the Inspection Team’s operations.  All equipment and procedures shall meet as a minimum the requirements of the New York State Department of Transportation Standard Specifications, as amended, and other applicable NYSDOT guidelines and secure any permits or certifications necessary under Federal, State, and Local Laws.  Interested parties may request a BID package from:  Mr. Michael D. Fuller, PE, at the JMT Syracuse Office, 307 South Townsend St., Syracuse, NY 13202, which explains in more detail the nature of the work, requirements and conditions needed to successfully complete this assignment.  Contract: May 1, 2026, until May 31, 2028.  The project period is from May 1, 2026 until May 31, 2028. The majority of the work will be performed from May 2026 through December 2027 with minimal or uncertain amount of work anticipated in 2028. The number of workdays required per crew to provide special access equipment and/or skiff support services will vary from zero to five (0 to 5) days per week.  JMT has a prime contract with NYSDOT, Contract No. D042088. All applicable provisions of the Prime Contract apply to the Subcontracts. JMT reserves the right to reject any and all bids, to waive any and all informalities, to invite for new bid proposals and to disregard all non-conforming, non-responsive or conditional bids.  Insurance: Insurance requirements are as follows and shall be in accordance with the specifications in the Bid Documents: Policies of Bodily Injury Liability and Property Damage Liability Insurance; Policies of Automobile and Truck Insurance; Workmen’s Compensation Insurance; All Subcontractor’s.  Permits – JMT will procure all permits necessary to perform work, including, but not limited to, entry and temporary lane closure permits.  The Subcontractor will provide all necessary permits to deliver access equipment to the inspection site such as special hauling/overweight permits.  Bid Documents: Interested firms may obtain a copy of the Bid Package including the Invitation to Bidders, Proposal Form with Bid Sheets, Contract Agreement, and Technical Specifications by contacting the Bid Document Contact listed below.  Contact: Mr. Michael D. As noted previously, proposals must be received at the offices of  JMT, 307 South Townsend St., Syracuse, NY 13202 no later than 1:30 PM (Local Time) on Wednesday, April 29, 2026. Proposals received after the deadline will be returned to the bidder unopened.  The Bids will be opened as soon as possible after 1:30 PM on April 29, 2026 and read aloud in the offices of JMT Syracuse Office, 307 South Townsend St., Syracuse, NY 13202 by Mr. Michael D. Fuller, e-mail: mfuller@jmt.com. A representative of NYSDOT may be present. Attendance at the JMT Syracuse Office, 307 South Townsend St., Syracuse, NY 13202 by a representative from each of the prospective bidders is encouraged, but not mandatory. The Award of the Contract will be anticipated to be made within 30 calendar days after receipt of Bids, subject to final approval of NYSDOT. A tabulation of the Bids will be provided to all Bidders by e-mail.  Under the requirements of the State Procurement Act all communications regarding advertised projects are to be channeled through the Contract Management Bureau's Designated Contact:  Mr. Michael D. Fuller of JMT. Until a contract is approved, contact with any other NYSDOT or JMT of NY employee concerning this project should not be made unless otherwise directed by the Office of Contract Management. Communications made contrary to this policy and deemed an attempt to influence the outcome, may result in disqualification.
