    Description

    The City of Chesapeake seeks proposals from qualified vendors to provide comprehensive training services, including, but not limited to, first aid (e.g., cuts, burns, shock), adult/child CPR, AED, and choking. The objective of this training program is to equip employees with the critical skills necessary to respond to emergencies effectively. To meet regulatory requirements, a hands-on physical skill assessment is required. The training should comply with all relevant industry standards and provide participants with certification upon successful completion.

    The City of Chesapeake desires a blended learning environment in which participants complete an online skills portion before an in-person, hands-on skills observation. The training must meet the requirements outlined below and be tailored to accommodate participants with varying skill levels. A two-year certification for participants is preferred. The selected vendor(s) must adhere to the outlined specifications, service requirements, and delivery obligations to ensure a high-quality training experience that meets the City's safety and emergency preparedness objectives.

    Background

    The City of Chesapeake government is the second-largest largest city in Virginia, providing nearly 4,000 jobs across departments, including public safety, parks and recreation, utilities, planning, public works, and administrative services. Staff requesting training may be part-time, full-time employees, seasonal, or temporary staff members. Currently, the main departments include City-employed medical staff, parks and recreation, and first responders. The City is currently building an aquatics center, which will require lifeguard training.

    This training is vital to the City of Chesapeake and its staff, as it equips them with essential lifesaving skills. The contractor(s) are expected to provide training to a variety of staff with different skill levels. Current trainings are held within the City of Chesapeake. The City holds several trainings per month with in-house instructors or outsourced contractors at a per-student rate.

    Additionally, there will be a demand for multiple trainings a month within the City with various class sizes with an option to cancel/reschedule within 2 weeks without penalty.

    Expected Demand & Contract Type. This is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract; monthly training needs vary and may range from 2 to 50 employees depending on departmental demand. In calendar year 2025, approximately 500 employees obtained new certifications or recertifications, primarily in CPR/AED/Bloodborne Pathogens for adults, children, and infants. The City does not expect ~2,000 employees trained per year.

    Historical Spend. Spending in calendar year 2025 was estimated at over $25,000; future spend will vary with demand under the IDIQ framework.

      A concise description of the Offeror’s experience providing CPR, First Aid, AED, and related training services. Offerors shall demonstrate experience with accredited programs (AHA/ARC/NSC), delivering blended learning, conducting in‑person skills sessions, and managing large‑scale or multi‑location training programs similar to those required by the City.
    • Capabilities and Skills (30 pts)

      A detailed description of the firm’s capabilities to perform all services outlined in the Scope of Work. This includes availability of certified instructors, mobile training capabilities, ability to support flexible scheduling (including evenings/weekends), online training platform usability, and capacity to meet compliance, equipment, and recordkeeping requirements.
    • Specific Plan/Methodology to Perform Services (30 pts)

      A comprehensive plan describing how the Offeror will deliver the required services. This should include:

    Submission Requirements

      1. A brief executive summary of the Offeror’s understanding of the services sought through this RFP, and description of the underlying philosophy of the Offeror in providing the services.
      2. The name, position, address, telephone number, and email address of the individual(s) who are authorized to make representations on behalf of the Offeror.
      3. A statement that the signatory on the transmittal letter and the RFP Offer is authorized to bind the Offeror to contract with the City of Chesapeake.
      4. The Letter of Transmittal must be signed by the authorized signatory.

      The offeror shall provide a concise description of its work experience as it relates to the Scope of Services outlined herein including, but not be limited to:

      1. A brief history of the firm, including the number of years in business, the size of the firm, the number of locations in the Tidewater area, and the location of the office from which the work is to be done.
      2. A minimum of four (4) references, preferably public sector/government organizations, where the firm is currently under contract. References can be from clients in both public, nonprofit, and private sectors, including the following:
        1. Name of organization
        2. Address of organization
        3. Name, title, email address, and phone number of a contact for the organization
        4. Number of years the offeror has served the organization
        5. Dates of Service
        6. Contract Value
        7. Summary of services provided
      3. Describe the staff and other resources that will be assigned to this contract and include resumes of those individuals. The resumes shall include, but not be limited to:
        1. Demonstrated years of instruction over 2 to 3 years;
        2. Years of certification and when they expire;
      4. Staffing and Instructor Qualifications
        1. Provide the number and types of instructors and staff who will support the City’s training needs. Include:
          1. Instructor certifications (AHA/ARC/NSC)
          2. Years of experience
          3. Experience with emergency services (if applicable)
          4. A list of the AED models that the Contractor is familiar with.
          5. Ability to support larger classes by providing additional instructors.

      The offeror shall describe the usability, functionality, and overall user experience of its online training environment. To support evaluation, offerors shall provide a sandbox or demo environment that allows the evaluation team to test system navigation, course access, reporting features, and other key capabilities. Generic usernames and passwords are strongly encouraged.

        1. Blended learning (online + hands‑on skill sessions)
        2. In-person training courses and required course variations
        3. Skills sessions, refresher/review courses, and train‑the‑trainer offerings
        4. Scheduling approach for regular, evening, and weekend classes
        5. Ability to support classes across multiple City facilities
      3. Training Materials, Equipment, and Resources
        Describe the materials and equipment the Offeror will provide, including:
        1. Manikins, AED trainers, first aid training supplies, disposable mouthpieces
        2. Student manuals, handouts, videos, and online modules
        3. Mobile training capabilities
        4. Any online training platforms used, including user support and accessibility features
        5. Offerors shall also specify any items the City would need to provide.
      4. Assessment, Certification, and Recordkeeping
        1. Explain the processes for:
          1. Written and hands‑on skills assessments
          2. Certification issuance within required timeframes
          3. Maintaining training records for five years
          4. Providing session summaries and participant results to Training Coordinators
          5. Notifying the City of students who do not pass and recommending next steps
      5. Quality Assurance, Issue Resolution, and Communication
        Provide methods for:
        1. Ensuring training quality, consistency, and compliance with certifying body standards
        2. Incorporating participant feedback

      Offerors shall submit their price proposal using the Pricing Schedule spreadsheet provided in the Attachments section. All pricing must be entered directly into the spreadsheet and uploaded below.

      3. Bidders must understand that though the attached items are additional offerings by your company, the City reserves the right not to engage in these courses.

      AUTHORIZATION TO CONDUCT BUSINESS IN THE COMMONWEALTH: A contractor organized as a stock or non-stock corporation, limited liability company, business trust, or limited partnership or registered as a registered limited liability partnership shall be authorized to transact business in the Commonwealth as a domestic or foreign business entity if so, required by Title 13.1 or Title 50 of the Code of Virginia or as otherwise required by law.
