    Within Workforce Innovation and Opportunity Act (WIOA) Opportunity Youth (OY) services are available to eligible youth ages, 14-24, who face barriers to education, training, and employment. The WIOA Youth program focuses primarily on Out of School Youth (OSY) ages 16-24, requiring expenditures of a minimum of 75% of WIOA youth funds on OSY. This increased investment will be directed toward work experience in high growth sectors and funding tied to performance that demonstrates career readiness.The program includes fourteen program elements that are required to be made available to youth participants.
