QUESTIONS DUE: May 22, 2026 – 4:30 PM (EST) RESPONSES DUE BY: June 2, 2026 – 4:30 PM (EST) STATE CONTACT: James Meyers, State Senior Purchasing Agent E-MAIL : BGS.OPCVendorDocs@vermont.gov Contractors are invited to bid on the Spruce & Elmore Fire Tower Improvements Project for Department of Buildings & General Services on behalf of the Agency for Natural Resources – Department of Forests, Parks and Recreation in Plainfield and Elmore, Vermont. This project consists of, but is not limited to: The contractor shall implement designed improvements and recommended maintenance items for the Spruce and Elmore Mountain Fire Towers in accordance with the typical plans and specifications detailed below. Contractor shall prior to executing work determine if the work can be executed directly from the plans or if modifications are necessary. Necessary improvements and required maintenance for the tower are listed in the attached assessment report titled "Vermont State Lands Fire Tower Structural Assessment Report". Typical designs for the additional safety elements are described in a plan set titled "State Lands Fire Tower Upgrades – Conformed Drawings 2026-03-23", both developed by Engineering Ventures (hereinafter called EV). Estimates of material quantities required for upgrades are provided in “SL_FireTowers_Quantities.pdf” for each site. Site access information is provided in “Fire Tower Improvement Project Access Plans”. Helicopter transport details are provided in “Elmore and Spruce Helicopter Material/Equipment Transport Plan”. Blueprints, Etc. is the official source of information for documents concerning this Invitation to Bid. There is a non-refundable fee, plus applicable taxes and shipping costs for each set of documents purchased. QUESTION AND ANSWER PERIOD: Any vendor requiring clarification of any section of this RFP or wishing to comment or take exception to any requirements of the RFP must submit specific questions in writing to BGS.OPCVendorDocs@vermont.gov no later than 4:30 PM on May 22, 2026. All questions should include Spruce & Elmore Fire Tower Improvements Project in the subject line. Any comments, questions, or exceptions not raised in writing on or before the last day of the question period are waived. At the close of the question period a copy of all questions or comments and the State's responses will be posted at http://www.blueprintsetc.com.
