    Description

    1. Intent It is the intent of Uintah County, Utah (“County”) to solicit information from qualified industry professionals regarding potential costs and approaches for rehabilitation work at St. Paul’s Episcopal Church and the Lodge, located at 226 W. Main Street, Vernal, Utah 84078. This Request for Information (RFI) is issued solely for planning purposes and to assist the County in assessing potential project costs and budget considerations. This RFI is not a solicitation for bids or proposals, and no contract will be awardedas a result of this request. The County may use information received in response to this RFI to refine the project scope, develop budget estimates, and determine whether to issue a future Request for Proposals (RFP) or other procurement document for the project. 2. Background Uintah County, in partnership with the Heritage Preservation Board, has received a Certified Local Government (CLG) grant to support local historic preservation initiatives. The general purpose of the CLG grant program is to assist communities in undertaking preservation projects that protect historically significant properties and maintain their architectural integrity. The rehabilitation of the St. Paul’s Episcopal Church and Lodge is funded in part through a matching grant from the U.S. Department of the Interior, National Park Service, and the Utah State Historic Preservation Office (SHPO). Grant funding is intended to address immediate structural and preservation concerns at historic buildings, including but not limited to wood rot, deteriorated or eroded mortar, roof repairs, and biological decay. The St. Paul’s Episcopal Church and the adjacent Lodge are listed on the National Register of Historic Places (NRHP #N-828). Constructed in 1901, the church exemplifies the Gothic Revival architectural style, while the Lodge, built in 1909, reflects Craftsman-style design. Due to their historical significance and continued use by the community, preservation of both buildings is a priority for Uintah County and for the Historic Preservation and Museum Advisory Board, and the Episcopal Diocese of Utah . This Request for Information (RFI) is issued as part of the County’s effort to gather information and evaluate potential costs and approaches prior to issuing a formal Request for Proposals (RFP). No contracts will be awarded as a result of this RFI. 3. Submission Deadline and Opening Date To receive consideration and responses to this RFI, the County must receive the proposal no later than 5:00 PM on February 20, 2026. Proposals must be submitted by one of the following methods: 1. Mailed or Hand-Delivered The proposal must be sealed and clearly labeled as: “Sealed Proposal – St. Paul’s Episcopal Church and Lodge Rehabilitation Project” Please ensure that the proposal is delivered to the following address: Uintah County-Clerk-Auditor 147 E Main Vernal, UT 84078 Proposals will be opened in a Uintah County Commission Work Session on Wednesday, February 25, 2026,in the Commission Conference Room located at 152 E 100 N, Vernal, UT. 4. Project Overview This project is funded through the CLG grant and consists of rehabilitation and preservation work at St. Paul’s Episcopal Church and the Lodge, located at 226 W. Main Street, Vernal, Utah 84078. The project has two primary objectives: To preserve and protect the historic character and structural integrity of both buildings; and To support continued community, educational, and volunteer use of the facilities. The scope of work focuses on addressing existing structural and material deficiencies that threaten the long-term preservation of the buildings. Anticipated work includes, but is not limited to, the following: St. Paul’s Episcopal Church Repointing deteriorated or damaged mortar joints at stone foundation walls Repointing deteriorated or damaged mortar joints at ashlar masonry walls Repair of existing wood-framed windows Lodge Repointing deteriorated or damaged mortar joints Vendors responding to this RFI are encouraged to review the full scope of work outlined in Section 5, Project Scope, and provide information that may assist the County in refining project requirements, estimating costs, and determining the most appropriate procurement method for future phases of the project. 5. Project Scope The contractor will be responsible for performing historic preservation and rehabilitation work at St. Paul’s Episcopal Church and the Lodge House, including masonry repair and window restoration. All work shall be completed in a manner that preserves the historic character of the buildings and complies with applicable preservation standards, local building codes, County requirements, and guidance from the Utah State Historic Preservation Office (SHPO). Work methods shall emphasize minimal intervention, use of compatible materials, and protection of existing historic fabric. Deliverables / Project Tasks St. Paul’s Episcopal Church Repoint Stone Foundation Walls Repoint deteriorated or damaged mortar joints at the stone foundation walls. Protect existing stone masonry and, using hand tools only, remove damaged, crumbling, or incompatible mortar to a depth equal to twice the width of the joint or until sound mortar is reached, whichever is greater. Clean adjacent masonry using the gentlest means possible, preferably low-pressure water, a light detergent, and natural-bristle brushes. Repoint joints using Type O mortar, or an approved alternate mix that matches the existing mortar as closely as possible. Coordinate mortar selection and application with the Utah State Historic Preservation Office as necessary. Joints shall match existing depth, width, and profile. Wash masonry surfaces to remove mortar residue and hazing from the stone's face. Repoint Ashlar Masonry Walls Repoint deteriorated or damaged mortar joints at ashlar masonry walls. Protect existing ashlar masonry and, using hand tools only, remove damaged, crumbling, or incompatible mortar to a depth equal to twice the width of the joint or until sound mortar is reached, whichever is greater. Clean adjacent masonry using the gentlest means possible, preferably low-pressure water, a light detergent, and natural-bristle brushes. As necessary, replace individual bricks with units that match the existing brick in size, color, texture, and appearance to the greatest extent possible. Bricks with minor damage shall be patched using lime mortar dyed to match the brick closely. Repoint joints using Type K mortar, or an approved alternate mix that matches the existing mortar as closely as possible. Coordinate with the Utah State Historic Preservation Office as necessary. Joints shall match existing depth and profile. Wash masonry surfaces to remove mortar residue and hazing from the brick's face. Repoint Masonry Walls Repoint deteriorated or damaged mortar joints. Protect existing ashlar masonry and, using hand tools only, remove damaged, crumbling, or incompatible mortar to a depth equal to twice the width of the joint or until sound mortar is reached, whichever is greater. Clean adjacent masonry using the gentlest means possible, preferably low-pressure water, light detergent, and natural bristle brushes. As necessary, replace individual bricks with units that match the existing brick to the greatest extent possible. Bricks with minor damage shall be patched using lime mortar dyed to match the brick closely. Repoint joints using Type L mortar, or an approved alternate mix that matches the existing lime mortar as closely as possible.
