The City of Kingman, Arizona ("City) is soliciting proposals from qualified firms for Section 1: Class 1 (Single-Family Residential Plans) — minimum three (3) preapproved design plans for homes ranging from 860 to 2,000 sq. ft. Class 4 (Accessory Dwelling Unit / ADU Plans) — minimum three (3) preapproved design plans for ADUs. Section 2: Class 2 (Duplex Plans) — minimum three (3) preapproved design plans for duplex homes ranging from 400 to 1,000 sq. ft. per unit in areas zoned single-family residential that permit duplexes. Ownership and Future Revisions Upon final payment, all plans and related work products developed under this contract shall become the sole property of the City of Kingman. The City shall retain unrestricted rights to use, reproduce, and distribute the plans. The selected Consultant shall agree to provide future plan revisions and updates under terms established in the final contract. The contract term will be one (1) year. Proposals are due by 2:30 pm, Arizona time, on Monday, August 24, 2026. The City may reject any proposal not in compliance with all of the prescribed solicitation procedures and requirements contained herein. The City also reserves the right to reject any proposal when cancellation is in the best interest of the City.
Qualified firms must have the ability to to create plans that are buildable and permit-ready, which as a practical matter means they need to be prepared or stamped by an Arizona-licensed architect or engineer. The plans must comply with any statute of the State of Arizona or any code or ordinance adopted by the City of Kingman. These include but are not limited to the Kingman Code, the Kingman Zoning Code, the adopted Fire Codes, adopted Building Codes to include the adopted amendments, adopted Housing Codes, and similar codes or any provision of any state statute or code or ordinance adopted by the City of Kingman The preparer must have working knowledge of Arizona municipal development standards.

Mailed, faxed, hand-delivered, and e-mailed proposals will not be accepted. Mailed proposals will be disposed of, unopened, and will not be returned to the Proposer.

Demonstrated ability to deliver final stamped Class 1 and Class 4 plans by June 1, 2026 and Class 2 plans by June 1, 2027. Proposer must provide a detailed, milestone-level project schedule showing how each deadline will be met with adequate time for City review cycles.
Prior experience producing residential plan sets in Arizona, including single-family, duplex, triplex, and/or ADU types. Quality and usability of sample work products submitted. Experience with prototype or preapproved plan programs for municipalities or government agencies.
Active Arizona architectural or engineering licensure of the stamping professional(s). Demonstrated familiarity with the City's adopted building code (IRC/IBC and local amendments) and City zoning standards applicable to each plan class.
Reasonableness and competitiveness of the proposed fee relative to scope. Clarity of per-class and per-elevation pricing. Separate pricing for Classes 2 and 3 as required.
Qualifications of key personnel including the project manager and lead designer. Adequacy of team capacity to meet all deadlines concurrently. Suitability of any proposed subconsultants for structural or MEP work.

Proposer hereby acknowledges it is the responsibility of the Proposer to ensure they have received all Addendums and responses to questions.
