The County reserves the right to approve the facility model prior to contract execution.Contractor is responsible for securing the facility, and shall identify, secure, operate, maintain, and equip a facility suitable for operation of the START Hub in accordance with all applicable requirements set forth in this RFP. Facility reimbursement, if applicable, shall be provided in accordance with the terms outlined in the Exhibit A- Scope of Work.The START program is designed to expand timely access to substance use treatment services through a 24 hours per day, 7 days per week, 365 days per year, compliant with the California Advancing and Innovating Medi-Cal (CalAIM) initiative “no-wrong-door” model. While the primary focus of START is substance use treatment services, the awarded contractor shall demonstrate the capacity to respond to individuals presenting with co-occurring mental health conditions, including the provision of initial crisis intervention, de-escalation, short-term stabilization, and coordinated warm handoffs to appropriate mental health crisis response and access services.The successful Proposer must meet all the requirements and expectations set forth herein, as well as all the general contractual and insurance requirements mandated by the County (“Terms and Conditions). Terms and conditions may be modified through the RFP process.The awarded contractor shall maintain robust data collection, reporting, quality improvement, and outcomes monitoring processes consistent with county, state, and federal requirements, including applicable Drug Medi-Cal Organizational Delivery System (DMC-ODS), Behavioral Health Service Act (BHSA), Information System Level (ISL), Opioid Settlement Fund, and California Advancing and Innovating Medi-Cal (CalAIM) reporting standards.START is intended to function as a centralized access, engagement, and linkage hub and is not designed to serve as a long-term treatment provider. Contractor shall provide timely screening, assessment, engagement, and initiation of clinically appropriate substance use treatment services at the point of contact whenever possible. This may include assessment, individual counseling or brief intervention, group counseling, family counseling when clinically appropriate, care coordination, recovery services, care planning, Medications for Addiction Treatment (MAT) linkage, SUD crisis intervention, peer support services when available, clinical consultation when applicable, referral coordination, and other medically necessary SUD services allowable under applicable DMC-ODS, CalAIM, and County requirements. Contractor shall continue to provide clinically appropriate engagement, stabilization, treatment initiation, care coordination, recovery support, and follow-up services until a timely warm handoff, direct connection, or confirmed linkage to the appropriate ongoing level of care has been completed.Proposers must thoroughly explain how their Proposal meets or exceeds the service and deliverable expectations specified in the RFP.
