The Maryland Environmental Service (Service or MES) is issuing this Request for Proposals (RFP) to select a suitable Contractor for the purpose of collecting, processing and recycling used motor oil, used oil filter and used antifreeze materials collected throughout the State of Maryland as part of the Used Motor Oil and Used Antifreeze Recycling Program. MES will only accept Electronic Bids on MES Procurement Portal (Bonfire) (https://menv.bonfirehub.com/). Mailed, Emailed, Faxed, or Hand Delivered (paper) bids will not be accepted. Requested Information on the MES Procurement Portal must be submitted on or before the bid due date, Submission option will not be available after the bid due date. Bidders may follow-up with the procurement department procurement@menv.com to determine if their Bids were received on time. Conditioning a bid or proposal or any other MES solicitation or bidding document will deem your bid or proposal non-responsive and not be accepted COMAR 21.05.02.22. Bids will be opened electronically in public at the date and time specified in the solicitation. Bidders can attend the bid opening through the shared link provided in this solicitation.
