• Scope of Services —

  The City of Cambridge Department of Transportation is seeking bids to furnish crash-worthy steel barricades for the purpose of protecting pedestrians from the threat of impact from motor vehicles.  The barricades will be used to close sections of streets for special events which are often attended by hundreds of people.  The barricades will be deployed before each event and then removed and stored off-site immediately after the event ends.

• Specifications —

  The equipment required is as follows:

  • 9 mobile steel barricades
  • 1 trailer for hauling the barricades
  • 4 hand carts for moving the barricades
  • 8 four-foot cables to connect the deployed barricades
  • 8 ADA covers for cables
  • 1 emergency Access Gate

   

  Steel Barricades

  • Able to withstand impact from a large motor vehicle and bring it to a stop within 25 feet of the collision point.
  • Able to be moved by one person using a hand cart
  • Able to be moved by one person onto and off the trailer
  • Resistant to weather elements (rain, snow, sun, wind)
  • Able to deploy on bituminous asphalt and cement concrete surfaces.
  • Able to reuse after impact
  • Able to connect to other barriers with steel cable
  • Equipped with wheels for mobility
  • No electricity, hydraulics, fuel, or power of any kind to operate or move individual barricades
  • Complies with:
  • Department of Homeland Security SAFETY Act
  • AASHTO MASH TL-3
  • ASTM F2656-07 M30 P3
  • ISO IWA-14 and PAS-68

   

  Trailer

  • Capacity for all 8 barricades and all other equipment included in the bid
  • Able to be towed by a 1-ton truck

   

  Hand Carts

  • Able to lift and move one barrier with a maximum of 40 pounds from one person
  • Able to be stored on the rear of a barrier and the trailer

   

  Cables

  • Each four feet long
  • Connects two adjacent barricades for additional strength and protection
  • Able to be stored on the trailer

   

  Cable Covers

  • Able to be moved and deployed by one person
  • Span cables for pedestrian and wheelchair access
  • Compliant with ADA
  • Able to be stored on trailer

   

  Emergency Access Gate

  • City staff able to operate and secure gate
  • Opens and closes horizontally
  • End of movable section on wheels
  • Able to operate manually without power
  • ASTM crash certified (P2 and P3 rating)
  • SAFETY Act certified

• QUALITY REQUIREMENTS
• Quality Requirement 1 (required) —

  Bidder has at least 3 years' experience providing traffic safety materials.

• Quality Requirement 2 (required) —

  Bidder is able to deliver all items within 120 days of being awarded the contract.

• Quality Requirement 3 (required) —

  Bidder has furnished similar products to at least 3 other municipalities and/or state organizations in Massachusetts.

• REFERENCES —

  Bidders shall submit a list of three Massachusetts Municipal or State agency references for which the bidder has supplied similar services. References shall include contact information including contact name, addresses and telephone numbers for each to inquire as to their satisfaction with the bidders’ product and service. In addition, the City reserves the right to use itself as a reference, to contact references not listed and to otherwise perform its own due diligence when making a responsibility determination. A bid may be rejected on the basis of one or more references reporting less than excellent past performance.
